Book excerpt: Hutchinson Reservoir Dam Number 1 is an earth embankment (with an upstream concrete face) approximately 308 feet in length and with a maximum height of 33 feet. The embankment reportedly is provided with a 2-foot thick clay puddle core wall extending 14 feet below the original ground surface. The facility is served by a rectangular concrete overflow spillway with a multiple vertical drop concrete discharge channel along the right abutment. A 20-inch diameter cast-iron pipe passing through the embankment serves as a supply line. Reservoir drawdown control is provided by a 14-inch diameter cast-iron blowoff conduit which parallels the 20-inch supply line. The blowoff conduit is valved on the upstream side within a concrete intake tower (referred to as a vault by the owner's personnel). At the upstream end of the reservoir is a sedimentation basin and miscellaneous appurtenances which can direct flow (via flash boards) into Reservoir Number 1 and/or into an earth and masonry raceway which can carry part of the inflow around the reservoir.

The visual inspection revealed that the masonry spillway on the right abutment has deteriorated to the extent that its structural integrity during extended, large discharge conditions, is questionable.

The dam is classified by Corps of Engineers guidelines to be a small size, high hazard structure. Star Junction No. 2 Dam's embankment is assessed to be in poor condition. This is based on visual observations of the non-uniform slope, wet zones and state inspection reports. The downstream control was observed to be damaged and probably is not operable. No control or mechanism was observed to permit upstream flow control. The principal spillway is assessed to be in very poor condition. This is based on visual observations of the weir wall and training dike retaining wall. Both structures are partially collapsed and badly deteriorated and safe performance is questionable in the event of long-term, high discharge conditions.

Results of the hydrologic and hydraulic analysis indicate that the facility is capable of passing and/or storing the PMF without overtopping the dam or dike. Consequently, the spillway is considered adequate.

This assessment is based on visual observations and hydrologic calculations that indicated: (1) that the earth embankment is in good condition, (2) that the principal spillways are in poor physical condition and have 'inadequate' capacity but are not 'seriously inadequate', and (3) the existence of non-serious deficiencies which are considered correctable. The structure is classified as a 'small' size, 'high' hazard dam. Corps of Engineers guidelines recommend 1/2 to one times the Probable Maximum Flood (PMF) for 'small' size, 'high' hazard dam. Colonial No. 1 Dam's Spillway Design Flood is 1/2 the Probable Maximum Flood (PMF).

Book excerpt: Ligonier Dam (Ligonier Township Reservoir) is classified as a 'High' hazard - 'Small' size dam. The dam and reservoir, owned by the Ligonier Township Municipal Water Authority, are used for water supply. The dam was found to be in good overall condition at the time of inspection. Hydraulic/hydrologic evaluations, performed in accordance with procedures established by the Baltimore District, Corps of Engineers, for Phase I Inspection Reports, revealed that the spillway will pass approximately 35 percent of the Probable Maximum Flood (PMF) before overtopping will occur. A spillway design flood (SDF) in the range of the 1/2 Probable Maximum Flood (1/2 PMF) to the PMF is required for Ligonier Dam. Because of the relative small size of the impoundment the 1/2 PMF was chosen as the SDF. It was determined that during the 1/2 PMF the low area on the embankment would be overtopped by a depth of 0.66 foot and a duration of 4.50 hours. Because a limiting criteria of one foot or greater depth of overtopping and a duration of 2 hours was estimated for this dam, it was concluded that a dam failure during the 1/2 PMF is unlikely to occur.

Book excerpt: PA 480 was designed by the U.S. Department of Agriculture, Soil Conservation Service (SCS) for floodwater detention. The total length of the dam is 555 feet, including the emergency spillway on the right abutement; the maximum height of the dam is 66 feet. The principal spillway is a drop-inlet structure consisting of a two-stage reinforced concrete riser connected to a 30 inch diameter reinforced concrete outlet pipe. The low-level inlet on the concrete riser is a 9 inch high by 15 inch wide orifice; this inlet maintains the normal pool level. There is 25.1 acre-feet of storage at normal pool level, all of which is reserved for a 50-year accumulation of sediment. Hydraulic/hydrologic evaluations, revealed that the spillway will pass the Probable Maximum Flood (PMF) without overtopping the dam. A spillway design flood (SDF) in the range of the 1/2 Probable Maximum Flood (1/2 PMF) to the PMF is required for PA 480. The 1/2 PMF was selected as the SDF. The spillway is therefore considered to be 'adequate'.

Book excerpt: Galion Bay Dam consists of an earth embankment approximately 400 feet long with a maximum height of 37 feet from the downstream invert of the outlet conduit and a crest width of 20 feet. Galion Bay Dam is one of the three dams which impound Lake Rene. The other two dams are Wolf Creek Dam, located at the west end of Lake Rene, and Lake Rene Dam, located on the east side of the reservoir. Lake Rene Dam, which was constructed in 1955, was the original dam at the site. Galion Bay Dam and Wolf Creek Dam were constructed in 1971 in conjunction with the enlargement of Lake Rene. The flood discharge facilities for Lake Rene consist of primary and emergency spillways associated with Galion Bay and Wolf Creek dams. The Galion Bay Dam flood discharge facilities are comprised of a drop inlet primary spillway located at the center of the embankment and an emergency spillway on the right abutment (looking downstream). The primary spillway structure consists of a single-stage reinforced concrete riser, a 36-inch-diameter reinforced concrete conduit, and a plunge pool at the downstream end of the outlet pipe. The emergency spillway is a 30-foot-wide trapezoidal earth channel excavated into the right abutment. The reservoir outlet pipe for the dam consists of a 15-inch steel pipe extending from the upstream toe of the dam to the drop inlet structure.

A spillway design flood (SDF) in the range of the 1/2 Probable Maximum Flood (1/2 PMF) to the PMF is required for Lake Jo-Ann Dam. Because the dam is on the low end of the 'Small' size category, the 1/2 PMF was selected as the SDF. It was determined that during the 1/2 PMF the embankment would be overtopped by a maximum depth of 0.89 foot and a total duration of 5.00 hours. Because a limiting criteria of one foot or greater of overtopping and duration in excess of 2 hours was estimated for this dam, it was concluded that a dam failure during the 1/2 PMF is unlikely to occur.
