Book excerpt: Government and regulators do not know by how much overall expected new investment by the private sector in infrastructure will increase household utility bills and whether bills will be affordable. The National Audit Office has recommended that the Treasury ensure there are mechanisms to assess the cumulative impact of infrastructure investment on consumer bills. This report, which focuses on the energy, water and, to a lesser extent, telecoms sectors, recognizes that the UK requires significant investment in new infrastructure. The Treasury expects that over two-thirds of the £310 billion worth of the planned infrastructure it has identified will be privately financed, owned and operated but paid for by consumers through their utility bills. High levels of expected new investment in infrastructure mean that energy and water bills may rise significantly from current levels. The available projections suggest that increases in both energy and water bills will continue to outstrip inflation, on average, up to 2030. This is particularly concerning, given that energy and water bills have increased significantly in recent years, while incomes have not. The affordability of utility bills can be assessed only in the context of wider pressures on household expenditure, including an understanding of all household bills as well as potential trends in household incomes. There is a range of schemes to support vulnerable consumers but without a fuller understanding of affordability in the round, government and regulators cannot assess the adequacy of these schemes, now or in the future

Book excerpt: In respect of its largest defence projects there are early signs that the Ministry of Defence has begun to make realistic trade-offs between cost, time, technical requirements and the amount of equipment to be purchased. Nevertheless, the continuing variances to cost and time show the MOD needs to do consistently better. This report, which gives a progress review of the 16 largest defence projects, shows that in the last year there has been a total forecast slippage of 139 months and increase in costs of £468 million. This means that, since the projects were approved, costs have increased by £6.6 billion (around 12 per cent more than the planned cost) and the projects have been delayed by 468 months, taking almost a third longer than originally expected. It would be unrealistic to expect MOD and industry to identify every risk at the start of technically challenging projects. However, the continuing problems indicate that MOD has more to learn from historic. The MOD is accepting the capability risk and some wider costs resulting from these project delays and is having to make difficult decisions about long-term capabilities. The MOD has made a significant investment in new and upgraded helicopters to address the shortfall identified in the NAO's 2004 report. The MOD has also spent £787 million on air transport and air-to-air refuelling aircraft to support current operations and address capability gaps, such as those caused by the previously reported delays to the A400M transport aircraft. This White Paper sets out the Government's decision taken in response to the consultation. The Government believes it is in the public interest that new nuclear power stations should have a role to play in the country's future energy mix alongside other low-carbon sources; that energy companies should have the option of investing in them; and that the Government should take active steps to open up the way to the construction of new nuclear power stations. It will be for the energy companies to fund, develop and build the new stations, including meeting the full costs of decommissioning and their full share of waste management costs. Section 1 summarises the consultation process. Section 2 addresses the key issues that arose from the consultation and how they have been taken into account in shaping policy and reaching conclusions. Section 3 outlines the facilitative actions the Government will take to reduce the regulatory and planning risks associated with investing in new nuclear power stations. Book excerpt: This year's accountability hearings focused on three areas of particular interest: the arrangements for revalidation of doctors, which are to commence on 3 December 2012, and associated matters such as patient involvement and examination of the language competence of doctors; the professional leadership activity undertaken by the GMC in the last year; and the regulation activity undertaken by the GMC, including the establishment of the Medical Practitioner Tribunal Service. The Council is performing effectively in its two roles of defining and applying standards for the medical profession and providing a focus of professional leadership. The outcome of the Law Commission's consultation on professional regulation in the health and care sector, which proposed a formal role for the Health Committee in the accountability structures, is still awaited. Specific concerns included that whilst there has been some progress on the amendment of domestic legislation which restricts the language testing of doctors this is no substitute for the revision of the European legislation which presently prohibits language testing of doctors on a national basis. There have also been continued upward trends in complaints against doctors received by the GMC, and the Committee expects to examine in 2013 the outcomes of further research the GMC has commissioned into these trends. The Committee feels that the present 15-month target for the GMC to complete 90% of its fitness to practise cases should be lowered to 12 months. The Committee also welcomes proposed legislation to enable the GMC's investigatory arm to appeal against decisions made by the MPTS where the outcome of a hearing is disputed

Book excerpt: It is thirteen years since the Railways Act 1993 started the process of privatising British Rail, replacing it with one company owning and managing the infrastructure, an open-access system for freight services and a series of twenty-five passenger franchises let to private companies for a specified period of time. This period has seen almost continuous change, and there is now a new 'triumvirate' framework with the Department for Transport, the Office of Rail Regulation and Network Rail in place, with the third generation of franchises in the process of being let and the number being reduced to nineteen. The Committee's report examines the current franchising system, focusing on the coherence of its objectives, the effectiveness of the process for awarding franchises and the management of franchise agreements, and whether more competition and vertical integration is needed. Findings include that the current system represents a policy muddle which lacks a coherent framework for the development of good services and delivery of value for money for passengers and taxpayers. The only way the Government can increase capacity and improve services for the long-term is to drop the dogmatic pursuit of competition in its decision-making as to what the private and public sectors can and should do in future. The Government's forthcoming long-term strategy for the railways will need to address these issues, and to set out a structure and a strategy capable of securing quality passenger rail services to meet demand over the next half a century.

Book excerpt: The Government recognises that aid spending has sometimes been controversial at home because people want to know that it is squarely in the UK's national interest. Recent crises have proved, though, why aid is so important for us as well as for the countries we assist. The 2015 Spending Review is therefore being used to fundamentally review how this budget is spent. Spending will be shaped according to four strategic objectives. The strategy sets out how, as a result of the new approach, we will: allocate 50% of all DFID's spending to fragile states and regions; increase aid spending for the Syrian crisis and the related region; end all traditional general budget support - so we can better target spending; use an expanded cross-government Conflict, Stability and Security Fund (CSSF) to underpin our security objectives by supporting the international work of the National Security Council (NSC); create a £500 million ODA crisis reserve to allow still greater flexibility to respond to emerging crises such as the displacement of Syrian refugees; fund a new £1 billion commitment to global public health (the "Ross Fund") which will fund work to tackle the most dangerous infectious diseases, including malaria. The fund will also support work to fight diseases of epidemic potential, such as Ebola, neglected tropical diseases, and drug resistant infections; and use a new cross-government Prosperity Fund, led by the NSC, to drive forward our aim of promoting global prosperity.
