This book assesses the formation of Croatian national identity in the 1990s. It develops a novel framework, calling into question both primordial and modernist approaches to nationalism and national identity, before applying that framework to Croatia. In doing so, the book provides a new way of thinking about how national identity is formed and why it is so important. An explanation is given of how Croatian national identity was formed in the abstract, via a historical narrative that traces centuries of yearning for a national state. The book shows how the government, opposition parties, dissident intellectuals and diaspora groups offered alternative accounts of this narrative in order to legitimise contemporary political programmes based on different versions of national identity. It then looks at how these debates were manifested in social activities as diverse as football, religion, economics and language. This book attempts to make an important contribution to both the way we study nationalism and national identity, and our understanding of post-Yugoslav politics and society.

In this context its image has been overshadowed by visions of ethnic conflict and cleansing, war crimes, virulent nationalism, and occasionally even emergent regionalism. Instead of the norm, this book offers a diverse insight into Croatia in the 1990s by dealing with one of the consequences of the war: the more or less forcible migration of Croats from Serbia and their settlement in Croatia, their "ethnic homeland." This important study shows that at a time in which Croatia was perceived as a homogenized nation-in-the-making, there were tensions and ruptures within Croatian society caused by newly arrived refugees and displaced persons from Serbia and Bosnia and Herzegovina. Refugees who, in spite of their common ethnicity with the homeland population, were treated as foreigners; indeed, as unwanted aliens.

Book excerpt: Sarajevo Under Siege offers a richly detailed account of the lived experiences of ordinary people in this multicultural city between 1992 and 1996, during the war in the former Yugoslavia. Moving beyond the shelling, snipers, and shortages, it documents the coping strategies people adopted and the creativity with which they responded to desperate circumstances. Ivana Maček, an anthropologist who grew up in the former Yugoslavia, argues that the division of Bosnians into antagonistic ethnonational groups was the result rather than the cause of the war, a view that was not only generally assumed by Americans and Western Europeans but also deliberately promoted by Serb, Croat, and Muslim nationalist politicians. Nationalist political leaders appealed to ethnoreligious loyalties and sowed mistrust between people who had previously coexisted peacefully in Sarajevo. Normality dissolved and relationships were reconstructed as individuals tried to ascertain who could be trusted. Over time, this ethnography shows, Sarajevans shifted from the shock they felt as civilians in a city under siege into a "soldier" way of thinking, siding with one group and blaming others for the war. Eventually, they became disillusioned with these simple rationales for suffering and adopted a "deserter" stance, trying to take moral responsibility for their own choices in spite of their powerless position. The coexistence of these contradictory views reflects the confusion Sarajevans felt in the midst of a chaotic war. Maček respects the subjectivity of her informants and gives Sarajevans' own words a dignity that is not always accorded the viewpoints of ordinary citizens. Combining scholarship on political violence with firsthand observation and telling insights, this book is of vital importance to people who seek to understand the dynamics of armed conflict along ethnonational lines both within and beyond Europe.

If some did not, to what other communities did they consider themselves to belong? Were the labels attached to a given person or population fixed or could they change? And were some people members of several different communities at a given moment? And if there were competing identities, which identities held sway in which particular regions? In When Ethnicity Did Not Matter in the Balkans, Fine investigates the identity labels (and their meaning) employed by and about the medieval and early-modern population of the lands that make up present-day Croatia. Religion, local residence, and narrow family or broader clan all played important parts in past and present identities. Fine, however, concentrates chiefly on broader secular names that reflect attachment to a city, region, tribe or clan, a labeled people, or state. The result is a magisterial analysis showing us the complexity of pre-national identity in Croatia, Dalmatia, and Slavonia. There can be no question that the medieval and early-modern periods were pre-national times, but Fine has taken a further step by demonstrating that the medieval and early-modern eras in this region were also pre-ethnic so far as local identities are concerned. The back-projection of twentieth-century forms of identity into the pre-modern past by patriotic and nationalist historians has been brought to light. Though this back-projection is not always misleading, it can be; Fine is fully cognizant of the danger and has risen to the occasion to combat it while frequently remarking in the text that his findings for the Balkans have parallels elsewhere. In Fantasies of Salvation, Vladimir Tismaneanu traces the intellectual history of this struggle and warns that authoritarian nationalists pose a serious threat to democratic forces. A leading observer of the often baffling world of post-Communist Europe, Tismaneanu shows that extreme nationalistic and authoritarian thought has been influential in Eastern Europe for much of this century, while liberalism has only shallow historical roots. Despite democratic successes in places such as the Czech Republic and Poland, he argues, it would be a mistake for the West to assume that liberalism will always triumph. He backs this argument by showing how nationalist intellectuals have encouraged ethnic hatred in such countries as Russia, Romania, and the former Yugoslavia by reviving patriotic myths of heroes, scapegoats, and historical injustices. And he shows how enthusiastically these myths have been welcomed by people desperate for some form of "salvation" from political and economic uncertainty. On a theoretical level, Tismaneanu challenges the common ideas that the ideological struggle is between "right" and "left" or between "nationalists" and "internationalists." In a careful analysis of the conflict's ideological roots, he argues that it is more useful and historically accurate to view the struggle as between those who embrace the individualist traditions of the Enlightenment and those who reject them. Tismaneanu himself has been active in the intellectual battles he describes, particularly in his native Romania, and makes insightful use of interviews with key members of the dissident movements of the 1970s and 1980s. He offers original observations of countries from the Baltic to the Black Sea and expresses his ideas in a vivid and forceful style. Fantasies of Salvation is an indispensable book for both academic and nonacademic readers who wish to understand the forces shaping one of the world's most important and unpredictable regions.
