Too often, however, the mention of a reform movement conveys the idea of destruction, an immense amount of tearing down, so that it has come to pass that the so - called practical reformer is almost as much dreaded as the practical politician. On the other hand, it is true that many a reform must tear down, in order that the ground may be prepared for the superstructure of improved conditions; but it is also a fact that certain re forms, destined to accomplish permanent results, are expend ing their utmost energies on the constructive phases of their work. To illustrate concretely: the recent action of the Lon don County Council in insuring the lives of all the workmen who are engaged in the dangerous parts of the work of con structing the tunnel under the Thames is a reform in the right direction, and there are organizations that are striving to se cure an increasing regard for the claims of life, in preference to those of property. The differences in the two phases of re form may again be illustrated by the work of the Society for the Prevention of Crime and of the City Vigilance League, the efforts of the former being along destructive and of the latter along constructive lines. The lack of any generally accepted municipal system in the United States and the contrariety of opinion concerning the most important methods of municipal government are recognized facts, and - they must largely affect the treatment of our subject. Conflicts of opinion and serious disputes about theories and methods would be unavoidable even if nothing further should be attempted than a plan of city government formed by compilation and deductions from American precedents and experience alone. I must think that such a treatment of the matters we are to deal with would be quite inadequate; for very instructive lessons in municipal government can be best studied in the practical methods, and the results of administration in the leading cities of Europe, where municipal experience has been much longer and more varied than in the United States. Nevertheless, our municipal system must be framed in harmony with our constitutional principles and social life; so that, while nothing intrinsically good should be rejected merely because of its foreign origin, nothing can be adopted unless compatible with the fundamental theories of republican government. But as a result of the intimate connection of municipal with general government, all concrete attempts at municipal reform must of necessity depend upon an accurate delimitation of the sphere of action, which can, with due regard to the interests of the state as a whole, be assigned to our municipal organizations. The attempt to delimit such a sphere of action is the purpose of this little work. The science of municipal gov ernment in this country is, however, in such an early stage of development, and as a result, the theories with regard to municipal reform are so various, and indeed, so conflicting, that it has been thought wise to leave the realm of theories, based on a priori reasoning, and to endeavour in the delimitation of the sphere of municipal home rule, which it has been attempted to make, to find out exactly what is, by the present American law.
