Book excerpt: Current approaches to drugs tend to be determined by medical and criminal visions that emerged over a century ago; the concepts of addiction, on the one hand, and drug control on the other, having imposed themselves as the unquestionable central notions surrounding drug issues and discourses. Pathologization and criminalization are the dominant perspectives on psychoactive drugs, and it is difficult to describe drug consumption in any terms other than those of medicine, or to conceive of regulation except in terms of control and eradication. Drugs and Culture presents other voices and understandings of drug issues, highlighting the socio-cultural features of drug use and regulation in modern societies. It examines the cultural dimensions of drugs and their regulation, with special attention to questions of how consumption of specific psychoactive substances becomes associated with particular social groups; the social dynamics involved in our coming to think of these phenomena as we do; and the factors that determine the political and policy responses to drug use. Adopting approaches from anthropology, sociology, history, political science and geopolitics to challenge the prevailing pathologization and criminalization of drug use, this book provides international and comparative perspectives on drug research, based on the latest research in Europe, the USA, the Middle East and Hong Kong.

Hepatitis B and C are the major causes of chronic liver disease and liver cancer in the world. In the next 10 years, 150,000 people in the United States will die from liver disease or liver cancer associated with chronic hepatitis B virus (HBV) or hepatitis C virus (HCV) infections. Today, between 800,000 and 1.4 million people in the United States have chronic hepatitis B and between 2.7 and 3.9 million have chronic hepatitis C. People most at risk for hepatitis B and C often are the least likely to have access to medical services. Reducing the rates of illness and death associated with these diseases will require greater awareness and knowledge among health care workers, improved identification of at-risk people, and improved access to medical care. Hepatitis B is a vaccine-preventable disease. Although federal public health officials recommend that all newborns, children, and at-risk adults receive the vaccine, about 46,000 new acute cases of the HBV infection emerge each year, including 1,000 in infants who acquire the infection during birth from their HBV-positive mothers. Unfortunately, there is no vaccine for hepatitis C, which is transmitted by direct exposure to infectious blood. Hepatitis and Liver Cancer identifies missed opportunities related to the prevention and control of HBV and HCV infections. The book presents ways to reduce the numbers of new HBV and HCV infections and the morbidity and mortality related to chronic viral hepatitis. It identifies priorities for research, policy, and action geared toward federal, state, and local public health officials, stakeholder, and advocacy groups and professional organizations.

Focusing on the past two centuries, this volume investigates the links among trade, colonialism, and forms of representation, posing the question, 'What is the historical or modern relationship between economic inequality and imperial patterns of representation and reading?' Rather than dealing exclusively with a particular industry or type of industry, the contributors take up the issue of how various economies have been represented in Aboriginal art; in literature by North American, Caribbean, Portuguese, South African, First Nations, Australian, British, and Aboriginal authors; and in a diverse range of writings that includes travel diaries, missionary texts, the findings of the Leprosy Investigation Commission, early medical accounts and media representations of HIV/AIDS. Examining trade in commodities as various as illicit drugs, liquor, bananas, tourism, adventure fiction, and modern Aboriginal art, as well as cultural exchanges in politics, medicine, and literature, the essays reflect the widespread origins of the contributors themselves, who are based throughout the English-speaking world. Taken as a whole, this book contests the commonplace view promoted by some modern economists-that trade in and of itself has a leveling effect, equalising cultures, places, and peoples-demonstrating instead the ways in which commerce has created and exacerbated differences in power.

In the wake of armed conflict involving female military personnel and several sexual misconduct scandals, much attention has focused on what life is like for women in the armed services. Few, however, have examined how these women negotiate an environment that has been structured and defined as masculine.

They have increased tobacco tax rates, extended "clean air" laws, and mounted dramatic antismoking campaigns. Yet tobacco use remains high among Americans, prompting many health professionals to seek bolder measures to reduce smoking rates, which has raised concerns about the social and economic consequences of these measures. Retail and hospitality businesses worry smoking bans and excise taxes will reduce profit, and with tobacco farming and cigarette manufacturing concentrated in southeastern states, policymakers fear the decline of regional economies. Such concerns are not necessarily unfounded, though until now, no comprehensive survey has responded to these beliefs by capturing the impact of tobacco control across the nation. This book, the result of research commissioned by Legacy and Columbia University's Institute for Social and Economic Research and Policy, considers the economic impact of reducing smoking rates on tobacco farmers, cigarette-factory workers, the southeastern regional economy, state governments, tobacco retailers, the hospitality industry, and nonprofit organizations that might benefit from the industry's philanthropy. It also measures the effect of smoking reduction on mortality rates, medical costs, and Social Security. Concluding essays consider the implications of more vigorous tobacco control policy for law enforcement, smokers who face social stigma, the mentally ill who may cope through tobacco, and disparities in health by race, social class, and gender.
