After reviewing events leading to the crisis, a model emphasizing the inflation-competitiveness trade-off is presented to explain the formation of devaluation expectations. Estimation results indicate that investors appear to have seriously underestimated the risk of devaluation, despite early warning signals. The collapse of confidence that followed the December 20 devaluation may have been the result of a shift in the perceived commitment of the authorities to exchange rate stability.

Despite invasion, disease, and depopulation, Mexico's heartland communities held strong on the land, adapting to sustain and shape the dynamic silver capitalism so pivotal to Spain's empire and world trade for centuries after 1550. They joined in insurgencies that brought the collapse of silver and other key global trades after 1810 as Mexico became a nation, then struggled to keep land and self-rule in the face of liberal national projects. They drove Zapata's 1910 revolution a rising that rattled Mexico and the world of industrial capitalism. Although the revolt faced defeat, adamant communities forced a land reform that put them at the center of Mexico's experiment in national capitalism after 1920. Then, from the 1950s, population growth and technical innovations drove people from rural communities to a metropolis spreading across the land. This paper identifies opportunities for redesigning mining taxation to increase somewhat the revenue intake while maintaining the favorable investment profile of the sector. It also discusses recent reforms to the oil and gas fiscal regime and future reform considerations, with attention to the attractiveness of investment on commercial terms—an issue that should be placed in the context of an overall reform of Pemex’s business strategy and possibly of the energy sector more generally.
