But when war came, in its heat and glare, radical opinions developed rapidly. The policy embodied in Fremont's famous proclamation of August 31, 1861, declaring freed the slaves of Missourians taking a against the United States, became the point of departure for a new antislavery agitation and a new political division. Before the close of 1861 the Union party was separating into two wings, styled respectively the Radicals and Conservatives. We must give up slavery or we must give up the Union, was the position assumed by the former; and they demanded that the policy laid down in Fremont's proclamation, which had been overruled by the President, should be carried out. If a man is right, replied one of their number to a eriti cism from Governor Gamble, he can not be too radical; and if he is wrong, he can not be too conservative. Combined with the state’s distance from both sides’ capitals, this misguided impression paints Missouri as an insignificant player in the nation’s struggle to define itself. Such notions, however, are far from an accurate picture of the Midwest state’s contributions to the war’s outcome. Though traditionally cast in a peripheral role, the conventional warfare of Missouri was integral in the Civil War’s development and ultimate conclusion. The strategic battles fought by organized armies are often lost amidst the stories of guerrilla tactics and bloody combat, but in The Civil War in Missouri, Louis S. Gerteis explores the state’s conventional warfare and its effects on the unfolding of national history. Both the Union and the Confederacy had a vested interest in Missouri throughout the war. The state offered control of both the lower Mississippi valley and the Missouri River, strategic areas that could greatly factor into either side’s success or failure. Control of St. Louis and mid-Missouri were vital for controlling the West, and rail lines leading across the state offered an important connection between eastern states and the communities out west. The Confederacy sought to maintain the Ozark Mountains as a northern border, which allowed concentrations of rebel troops to build in the Mississippi valley. With such valuable stock at risk, Lincoln registered the importance of keeping rebel troops out of Missouri, and so began the conventional battles investigated by Gerteis. The first book-length examination of its kind, The Civil War in Missouri: A Military History dares to challenge the prevailing opinion that Missouri battles made only minor contributions to the war. Gerteis specifically focuses not only on the principal conventional battles in the state but also on the effects these battles had on both sides’ national aspirations. This work broadens the scope of traditional Civil War studies to include the losses and wins of Missouri, in turn creating a more accurate and encompassing narrative of the nation’s history.

At the same time, white politics in Kentucky's Bluegrass and Missouri's Little Dixie underwent an electoral realignment in response to the racial and social revolution caused by the war and its aftermath. Black citizenship and voting rights provoked a violent white reaction and a cultural reinterpretation of white regional identity. After the war, the majority of wartime Unionists in the Bluegrass and Little Dixie joined former Confederate guerrillas in the Democratic Party in an effort to stifle the political ambitions of former slaves. Rebels on the Border is not simply a story of bitter political struggles, partisan guerrilla warfare, and racial violence. Like no other scholarly account of Kentucky and Missouri during the Civil War, it places these two crucial heartland states within the broad context of local, southern, and national politics.

The atlas has a standard format with the map to left and the narrative to the right. Each narrative closes with two or more primary source vignettes. These vignettes provide an overview of the events shown on the map and discussed in the narrative from the perspective of persons who participated in the events. In most cases there are two vignettes with the first from a person loyal to the Union and the second from a person who supported the southern cause. A few narratives have two or more vignettes from only the Union side. This was done to emphasize disagreements and struggles among senior leaders to establish a common course of action. Map 25, Decision at the Little Blue River, is a good example and the three vignettes emphasize the disagreement between Maj. Gen. Samuel Curtis and his subordinate, Maj. Gen. James Blunt on where to locate the Union defensive line.

Book excerpt: Although over one hundred fifty years have passed since the start of the American Civil War, that titanic conflict continues to matter. The forces unleashed by that war were immensely destructive because of the significant issues involved: the existence of the Union, the end of slavery, and the very future of the nation. The war remains our most contentious, and our bloodiest, with over six hundred thousand killed in the course of the four-year struggle. Most civil wars do not spring up overnight, and the American Civil War was no exception. The seeds of the conflict were sown in the earliest days of the republic’s founding, primarily over the existence of slavery and the slave trade. Although no conflict can begin without the conscious decisions of those engaged in the debates at that moment, in the end, there was simply no way to paper over the division of the country into two camps: one that was dominated by slavery and the other that sought first to limit its spread and then to abolish it. Our nation was indeed “half slave and half free,” and that could not stand. Regardless of the factors tearing the nation asunder, the soldiers on each side of the struggle went to war for personal reasons: looking for adventure, being caught up in the passions and emotions of their peers, believing in the Union, favoring states’ rights, or even justifying the simple schoolyard dynamic of being convinced that they were “worth” three of the soldiers on the other side. Nor can we overlook the factor that some went to war to prove their manhood. This has been, and continues to be, a key dynamic in understanding combat and the profession of arms. Soldiers join for many reasons but often stay in the fight because of their comrades and because they do not want to seem like cowards. Whatever the reasons, the struggle was long and costly and only culminated with the conquest of the rebellious Confederacy, the preservation of the Union, and the end of slavery. These campaign pamphlets on the American Civil War, prepared in commemoration of our national sacrifices, seek to remember that war and honor those in the United States Army who died to preserve the Union and free the slaves as well as to tell the story of those American soldiers who fought for the Confederacy despite the inherently flawed nature of their cause. The Civil War was our greatest struggle and continues to deserve our deep study and contemplation.
