Book excerpt: Using prefectural data, we study the potential impact on wage dynamics of the planned minimum wage increase policy in Japan. Our main result is that stepping up minimum wage growth from 2 to the planned 3 percent per year could raise wage growth by 0.5 percent annually. Given Japan’s need for income policies to generate vigorous wage-price dynanics, reflecting the 2 percent inflation target, one policy implication of this finding is that, while the minimum wage plan will help boost wages, it should be accompanied by other, more “unorthodox” income policies, such as a “soft target” for private sector wage growth through a “comply -or-explain mechanism” for wage growth and increases in public wages in line with the inflation target.

However, that appearance disguises crucial vulnerabilities and social ailments, including an ageing and shrinking population, slow productivity growth, a new low-wage, insecure workforce, declining marriage and fertility rates, and an extreme level of gender inequality. Within this gender gap lies the key both to the ailments and the cure. A deterioration in the use of human capital and a decline in family formation have become entrenched thanks to discrimination against the female half of the population. Yet gradual change is occurring, thanks not only to demographic necessity but also to a significant rise in female access to university education since the 1990s and the emergence of a wide range of role models to inspire and empower the next generation. Analysis of trends and policy options, combined with interviews with 21 role models spanning fields from business to the arts, diplomacy to politics, music to e-commerce, provides ample grounds for optimism. Japan is becoming a nation with an increasing number of potential female leaders. If this rise can be accelerated by both public policy and private action, Japan could achieve much greater social justice and sustainable prosperity in the decades to come.

Book excerpt: The purpose of this book is to illuminate the changing nature of contemporary Japan by decoding a range of political, economic and social boundaries, with a focus on the period following the inauguration of Prime Minister Koizumi Junichirō’s administration (2001—6). A rapid turnover of prime ministers followed Koizumi—Abe Shinzō (2006--7), Fukuda Yasuo (2007--8) and Asō Tarō (2008—)—but the transformation set in motion through his promotion of a more proactive role for Japan internationally, and the implementation of ‘structural reforms’ domestically, set the direction for future administrations. The central argument of the book is that, in order to achieve the twin goals of greater international proactivity and domestic reform, the government and other actors supporting the new direction for Japan pushed forward by the Koizumi administration needed to take action in order to destabilize and reformulate a range of extant boundaries. This task was achieved by deploying material as well as normative resources, including the production of new discourses about the way these resources should be deployed.

The book argues that the only way to maintain a tolerable level of social services is to increase taxation because a government burdened by massive debt levels is unable to respond adequately to a serious threat such as Covid-19. The book then examines the role of the workforce to economic growth. Due to the dominance of conservative political forces over a long period, workers' protections in Japan are limited, and deregulation of the workforce has led to a decline in wages since 1997. Declining wages and a reduction in social security expenditure have inevitably led to lower consumption and lower economic growth. This examination leads to the conclusion that the way forward is to restore taxation to a sustainable level, which is necessary in order to reduce government debt, to increase expenditure on social security, education, and other essential services, and to combat growing inequality. Only by redistributing income to those who need it and will spend it, consumption will increase, and the economy will grow.

She argues that institutionally Japan now resembles Britain and predicts that Japan's welfare system will also come to resemble Britain's. Japan thus faces a more market-oriented society and less equality.
