Book excerpt: The military departments characterize the service of each member by the type of discharge imposed when the individual is separated. The Department of Defense adopted the current three-tiered system of discharges in 1947, but each service has developed and implemented its own set of philosophies and practices and individual commanders within each service approach the question of characterizing a member's service differently. As a result, former service members with similar service records have received different types of discharges, and large disparities exist in the frequency with which the individual services assign less than desirable discharges. GAO has conservatively estimated the cost of pay and allowances paid to members being processed for separation for adverse reasons at $55 million a year. The figure would be much higher if recruiting and training costs lost due to early separation were included. Most of those receiving less than fully honorable discharges are young people involuntarily separated before the end of their initial enlistment under what are referred to as adverse administrative discharges. These discharges are seldom based on serious criminal wrongdoing, and they are often accepted because the individuals affected want to leave the service and may not realize the potential long-term consequences of their decision. On the other hand, issuing honorable discharges to individuals separated before the end of their enlistment for reasons indicating lack of success is a common practice and erodes the integrity of the characterization system. Because the current system unfairly stigmatizes some individuals and devalues the successful service records of others, GAO believes that awarding uncharacterized discharges to members separated during an initial period would have considerable merit.

Book excerpt: In 2010, Attitudes Aren't Free: Thinking Deeply About Diversity in the US Armed Forces was published. In 2017, it was placed on the Air Force Chief of Staff's Reading List. Now, more than a decade later, with tens of thousands of copies in circulation across government, industry and academia, it has become celebrated as a model for engaging in critical discussions on social policy topics that span the spectrum of perspectives on religious expression, race, gender and sexuality with contributions from the brightest voices within the US. Since publication, the long-standing debates have continued on the proper role of religious expression within military units. We have seen increasing levels of racial and gender diversity in the senior leadership ranks. "Don't Ask, Don't Tell" was repealed by Congress. Transgender military members have since been allowed to serve openly. Today, we continue to engage the traditional ongoing dialogues but with a new focus on the #MeToo and #BlackLivesMatter movements within society that have ultimately resulted in the transition of power between the 45th and 46th Presidents of the United States. Tomorrow's leaders must not only understand the changing landscape of societal attitudes of the citizens in which they serve, the mandates of our elected leaders that will serve as the Commander-in-Chief of the US Armed Services, but also to best prepare to lead the men and women of the armed services in the most effective manner possible. Volume I of tAtitudes Aren't Free: Thinking Deeply About Diversity in the Armed Forces (2010) offered a framework for improving social policy in the areas of religious expression, sexuality, race and gender by showcasing the complexity through the use of opposing perspectives. Volume II reflects on the progress made over the decade since, but instead of laying the groundwork of a plurality of perspective as in Volume I, Volume II relies on the realities of the national, institutional and personal levels using service members' lived experiences to develop a more robust understanding of life in the military for individuals from increasingly more diverse backgrounds. Ultimately, though reflective dialogue, Volume II seeks to explore and contrast the current social policies of the US Armed Services with the rhetoric that military institutions continue to espouse around the same topical areas addressed in the first volume. This is a Call to Action.

Available in PDF, EPUB and Kindle. Book excerpt: The Trauma of War: Stress and Recovery of Vietnam Veterans is a unique psychiatric source book. This volume provides a scientific account of the psychological ravages of the war in Vietnam on the men and women who served there, but throughout the book reverberates the troubled voices of these veterans-and the sensitive voices of the mental health professionals who have been directly affected by their work with these veterans. The chief emphasis on The Trauma of War: Stress and Recovery of Vietnam Veterans involves careful evaluation of troubled veterans and sensitive but effective modes of treatment. The special readjustment needs of black, Hispanic, and women veterans are also addressed. Finally, application of this clinical material to the area of posttraumatic stress disorder research reflect the significant advances that have been made in the field since posttraumatic stress disorder was first recognized as a diagnostic entity. These advancements in research constitute a fitting legacy to the thousands of Vietnam veterans who have continued to suffer from the trauma of war.
