Book excerpt: The F/A-18E/F Super Hornet is described by some as the latest version of the Navy's carrier-based F/A-18 fighter/attack plane, with more range/payload and better avionics and weapons than the A/B and C/D models. Other's describe the Super Hornet as an entirely new aircraft. The F/A-18E/F entered production in FY1997 to replace current F/A-18s as well as other carrier-based planes. In the early 1990s, the Navy's plans for modernizing carrier aviation included the upgraded F/A-18E/F and a projected AFX- aircraft that was later canceled. As the only current aircraft program for modernizing Navy fighter and attack capabilities, the F/A-18E/F is considered critical to the future of naval aviation. Whether this program was the most cost-effective way to modernize naval aviation has been questioned. Proposed alternatives to the F/A-18E/F have included developing a fighter/attack version of the F-14 fighter, continued use of the F/A-18C/D version, or increased procurement of the Joint Strike Fighter when it is fielded. In May 1997, the Defense Department recommended procurement of between 548 and 785 F/A-18E/Fs instead of the 1,000 aircraft projected originally. A 462- plane program (not including 90 EA-18Gs) was estimated in December 2003 to cost about $43.57 billion in current-year dollars.

The Legacy F/A-18 Hornet first flew in 1980 and met the requirement for a multirole fighter to complement the larger and more expensive Grumman F-14 Tomcat, serving in fleet defense interceptor and air superiority roles. The Hornet proved to be effective, but it was limited in combat radius due to fuel capacity. This would be corrected with the newer and larger F/A-18 Super Hornet design, which is now the primary fighter/attack aircraft used in the US Navy carrier fleet and has replaced both the legacy Hornet and the F-14 Tomcat. Additionally, the Super Hornet airframe design was used for the design of the EA-18G Growler, which took over the electronic countermeasures (ECM) role of the EA-6B Prowler.

The EA-18G Growler was developed as a replacement for the EA-6B Prowler in the electronic warfare role. The decision to undertake F/A-18E/F Super Hornet program was made during a period of great turbulence in Navy aviation modernization. During this time frame the Navy struggled to identify and implement the best way to modernize its aging fleet of F-14 fighters and A-6E attack aircraft. The A-12 program (a stealthy replacement to the A-6E) was terminated in January 1991. The AFX program, another proposed replacement for the A-6E, began in 1991, but was also terminated. The principal alternative to the F/A-18E/F was a modest upgrade of the F-14 -- a large, two-seat fighter designed in the 1960s, with potential air-to-surface attack capabilities. Some observers describe the F/A-18E/F as an upgraded and larger version of the F/A-18C/D, with increased range and payload capacity and more space and weight for future improvements. Others assert that the differences between the baseline Hornet aircraft and the E/F model are so great that they would describe the Super Hornet as an entirely new aircraft. The Department of Defense is currently facing a shortage of radar and communications jamming capability. The Navy and Marine Corp's EA-6B Prowlers escort and protect Navy, Marine Corps and Air Force aircraft operating in hostile airspace. The Air Force has pursued the F/A-22, the world's first supersonic stealth fighter, while the Navy has developed the F/A-18E/F, a carrier-capable fighter with air-to-air, interdiction, and close air support capability. Currently, the F/A-22 is in the late stages of development, while the F/A-18E/F is in full production and has already been deployed in Operation Enduring Freedom and Operation Iraqi Freedom. The design of the F/A-22 includes advancements in all the major areas of the aircraft, including airframe, avionics, and propulsion. The airframe incorporates an advanced stealth design to lower its radar cross section and uses large amounts of advanced materials, such as composites and titanium. The integrated avionics suite of the aircraft brings together information collected from several sensors on the aircraft to be displayed to the pilot. The propulsion system features two high thrust, Pratt and Whitney, F119 jet engines to allow the F/A-22 to supercruise above the speed of sound without using the fuel-consuming afterburner. The airframe design, flight controls, and thrust vectoring are also used to improve the maneuverability of the aircraft. The F/A-18E/F Super Hornet was designed to be an upgrade to the existing F/A-18A/B/C/D multirole aircraft fleet. The programsought to increase the aircraft's range, payload, and survivability. The program was an outgrowth of a Secretary of Defense memorandum from July 1987, directing the Navy to investigate advanced versions of the F/A-18 for 2000 and beyond. The trade studies, known as Hornet 2000, led to a Milestone IV/II review in March 1992 to begin formal Engineering and Manufacturing Development (EMD) of the program in July 1992.

It is a high-performance twin-engine, mid-wing multi-mission tactical aircraft designed to replace the F/A-18C/D Hornet, the A-6E Intruder, and the F-14 Tomcat aircraft. Our objective was to evaluate and monitor the process for planning, executing, and reporting operational test results in support of the third low-rate production decision made on January 29, 1999, and in preparing for the operational evaluation that began in May 1999, for the F/A-18E/F Super Hornet program. We also determined when F/A-18E/F Super Hornet program officials provided the Office of the Secretary of Defense with timely information on the wing drop problem.
