Moins connus sont leurs effets sur les équilibres socioéconomiques des territoires d’origine et d’accueil, dans un contexte climatique déjà préoccupant. Composante première des mouvements de population, la migration des campagnes vers les villes est une stratégie d’amélioration de vie pour les ménages grâce aux transferts matériels et immatériels de la part des migrants et constitue un des leviers de développement local, mais elle compromet aussi l’attractivité des territoires ruraux, notamment aux yeux des plus jeunes. Elle prive en outre les secteurs agricoles et agro-alimentaires d’un capital humain nécessaire.À l’heure où resurgissent les crises alimentaires et où s’aggravent les tensions liées aux ressources naturelles dans l’espace afro-méditerranéen, les migrations peuvent également fragiliser la sécurité alimentaire et hydrique des territoires les plus pauvres. Qu’ont été et que sont les tendances migratoires en Méditerranée ? Comment intégrer ces mobilités internes et internationales comme facteur de développement territorial ? Comment aborder les migrations des jeunes et des femmes ? Quels sont les liens entre migrations et environnement ? Quels rôles jouent les innovations et le secteur privé ? Quelles réponses peuvent apporter les acteurs de la coopération et du développement ? La nouvelle édition du rapport Mediterra, codirigée par le Centre international de hautes études agronomiques méditerranéennes (CIHEAM) et l’Agence française de développement (AFD), donne la parole à des experts et à des institutions partenaires afin de mieux comprendre cette thématique complexe, d’identifier des solutions durables et pérennes.

Although I fll'St became a migrant at the age of 17 when I left the farm to continue my studies in a city college, I was not aware of the relation between rural development and migration until many years later when I began studying patterns of urban and rural poverty. This research has grown out of my continuing investigation of the ways that migration .has been seen as both a response to chronic conditions of rural poverty and a factor potentially exacerbating urban poverty conditions. If governments wanted to deal with urban poverty, they would want to restrict urban in-migration, yet if they reduced urban in-migration, this would remove one of the important means available to persons seeking to raise themselves out of rural impoverishment. This would clearly be a no-win situation for the rural poor; the only way to deal fairly with both urban and rural poverty would be to foster socio-economic development of rural areas. Thus, I became interested in studying the patterns of rural development which actually have had an effect on the migration decisions of rural families.

Ces " migrations forcées " surviennent en réponse à des contextes de crises aiguës, violence politique le plus souvent, mais aussi famine et épidémie, catastrophe ou destruction environnementale ou encore, intervention coercitive de l'Etat. Cette mobilité de rupture se caractérise par le déracinement de communautés entières dont la diversité, les particularités et les nouvelles inscriptions territoriales sont au centre de ce travail. Deux groupes de migrants forcés sont plus particulièrement étudiés. L'un rassemble les " déguerpis " expulsés de leurs terres par les barrages-réservoirs de Kossou en Côte d'Ivoire, d' Akosombo au Ghana, d' Assouan en Égypte et de la Baie James au Québec alors que l'autre est constitué de réfugiés ruraux mozambicains, chassés par la guerre civile des années 1977 à 1992, qui trouvèrent refuge en Zambie. Il s' agit d'examiner comment ces espaces sont construits par ceux qui les imaginent et de quelle manière ils sont vécus par ceux qui les investissent. Enfin, il est fait référence à trois facteurs qui conditionnent la pérennité des périmètres, c ' est-à-dire la viabilité économique, l'intégration régionale et la prise en compte de l' environnement. Cette étude s'inscrit dans les nombreuses recherches géographiques sur les migrations rurales-rurales mais sa contribution spécifique porte sur le caractère forcé du déplacement dans un contexte de colonisation agricole planifiée. Voilà deux grands sujets de préoccupation de l'Afrique contemporaine mis en corrélation: d'une part, les mouvements de population sous contrainte qui, par leur ampleur parfois inattendue et leur soudaineté, peuvent menacer la stabilité des États, et d'autre part, le développement rural, ses obstacles et ses contradictions.
