Book excerpt: Cruise ship passengers and all-inclusive hotel-guests are increasing exponentially as these floating and fixed properties proliferate in size and number. This is especially true for developing economies that consider sun, sand and sea tourism as a form of growth. Tightly integrated, multi-billion dollar global enterprises mix with weak local institutions populated by local officials, some corrupt, vying for more investment to create a toxic cocktail with diminished social benefits as the hangover. Within view of the shoreline and the towering monoliths of hotels and ships, post-secondary education facilities teach normative concepts of good management to students who, upon graduation, fight for a decreasing number of poorly paid jobs. Meanwhile, local government officials tout vacuous GDP figures and hospitality companies make inflated claims of employment to garner federal funding for infrastructure expansion. Many observers have made similar claims that have been easily ignored to date due to an absence of studies integrating tax revenue, private and public finance, and social outcomes. This combination illustrates not only current structures, but also how they are engendered. Rather than relying on tourist satisfaction, much investment is driven by windfall profits and tax-loss carryforwards thanks to tax loopholes and willing local officials that ignore or aid in the violation of regulations. While foreign companies condemn the corruption and cronyism at destinations, local nationals decry the exploitative foreign companies. The simple truth is that they flourish symbiotically. As such, this book necessarily addresses both actors. However, rather than being simply critical or numerical, this book provides recommendations for multinational enterprises increasingly running the risk of detection of aggressive tax planning and greenwashing. For host countries, it provides recommendations of a virtuous cycle for improved public sector accountability to restore the beneficial effects of tourism. There is also a discussion on how a value-added study of the tourism industry within a jurisdiction could detect untaxed profits that are withheld through astute transfer-pricing schemes. This is a book for tourism managers and experts, as well as policy-makers in the Caribbean and any sun, sand and sea destination that attracts floating and fixed all-inclusives.

Despite the upheavals of Salvador Allende’s democratic socialism (1970–1973) and Augusto Pinochet’s military dictatorship (1973–1990), the project survived and is now the largest metro system in South America. What explains its success? How did its meaning shift under democracy and dictatorship? What does its history reveal about struggles for a more just city? Drawing on Chilean and French archives, Andra B. Chastain demonstrates that Chilean-French relations and French financing were crucial to the project’s survival during the Cold War. The Metro’s history also illuminates the contested process of implementing neoliberalism and the unexpected continuities of state planning and visions for a rational city that persisted despite free-market reforms. Each year, Sweden contributes over $3 billion to aid the world's poorest citizens and struggling democracies, asking nothing in return. And, a generation ago, Costa Rica defied U.S. power to broker a peace accord that ended civil wars in three neighboring countries--and has now joined with principled peers like South Africa to support the United Nations' International Criminal Court, despite U.S. pressure and aid cuts. Hundreds of thousands of refugees are alive today because they have been sheltered by one of these nations. Global Good Samaritans looks at the reasons why and how some states promote human rights internationally, arguing that humanitarian internationalism is more than episodic altruism--it is a pattern of persistent principled politics. Human rights as a principled foreign policy defies the realist prediction of untrammeled pursuit of national interest, and suggests the utility of constructivist approaches that investigate the role of ideas, identities, and influences on state action. Brysk shows how a diverse set of democratic middle powers, inspired by visionary leaders and strong civil societies, came to see the linkage between their long-term interest and the common good. She concludes that state promotion of global human rights may be an option for many more members of the international community and that the international human rights regime can be strengthened at the interstate level, alongside social movement campaigns and the struggle for the democratization of global governance.

Book excerpt: The reform of social security pensions and healthcare is a key issue for the modern world, and in many ways Latin America has acted as a social laboratory for the reform of these systems. From the reforms that took place in Chile in 1981, most pension and health care systems in the region have seen reform, and been fully or partially privatized. Many other countries considering reform of their own systems have been influenced by the policies implemented in Latin America. Yet despite the importance and influence of these reforms, until now there has not been an integrated and comprehensive analysis of the changes and their effects. This book is the result of four years of painstaking work, data collection, field research and international collaboration, and so fills the vacuum in the literature with a systematic comparison of pension and healthcare reforms in the 20 Latin American countries. It identifies reform models, and elaborates taxonomies to facilitate their understanding and comparison. Some key features of the reforms to emerge are: labour force and population coverage, equity and solidarity, sufficiency and quality of benefits, state regulation, competition and degree of privatization, efficiency and administrative costs, social participation in management, financing sources and long-term sustainability. Effects of the reforms on social security principles are measured based on recent standardized statistics and other information. Goals or assumptions of the reforms are contrasted with actual outcomes, and the pros and cons of private versus private provision assessed. Detailed policy recommendations are offered to correct current problems and improve pension and healthcare systems. This is the first book to comprehensively study these influential reforms in Latin America's pension and health care systems, and as such will be of importance to academics and researchers interested in social security and welfare policy, pensions, health care, and public policy; Social security, pension, and health care policy-makers; And social security, pension, and health care consultants and practitioners. Subsequent labor reforms by democratically elected progressive administrations have sought to shift power back to workers, but this task has proven difficult. In Building Power to Shape Labor Policy, Pablo Pérez Ahumada explains why. Focusing on reforms to collective labor law, Pérez Ahumada argues that analyzing how both workers and employers mobilize power to influence government policies is crucial for understanding labor reform outcomes. He examines the relational character of power to explain how different types of power—structural, institutional, associational—interact with each other, and proposes a relational understanding of power and how it is balanced among competing social classes. While workers and employers both have a hand in shaping labor law, their influence is not equal. Analysis of recent events in Chile reveals how the balance of power and the lingering effects of neoliberalism manifest in labor reform.

Less well known is what has become of the movements for human rights once democratic governments were restored in these countries. In this book, Michelle Bonner reveals how the defense of human rights continues today, taking Argentina as her primary example (with comparison to Chile in the final chapter). Bonner shows that the role of women&—viewed as protectors of the family&—is key to understanding how human rights movements have evolved. Moreover, the continuity of the &“historical frames&” used to legitimate their activity is an essential element in the success of their efforts, even while the claimed abuse has changed from the political repression undertaken by the dictators&’ minions to the economic hardships created by market inequities resulting from neoliberal policies. Based on extensive field research and providing a long historical view extending from colonial times to the present, this study compares the activities of the ten most prominent human rights organizations in Argentina and assesses the responses of both state and society.
