Yet, as William Tsutsui argues, the origins and implications of "Japanese-style management" are poorly understood. Contrary to widespread belief, Japan's acclaimed strategies are not particularly novel or even especially Japanese. Tsutsui traces the roots of these practices to Scientific Management, or Taylorism, an American concept that arrived in Japan at the turn of the century. During subsequent decades, this imported model was embraced--and ultimately transformed--in Japan's industrial workshops. Imitation gave rise to innovation as Japanese managers sought a "revised" Taylorism that combined mechanistic efficiency with respect for the humanity of labor. Tsutsui's groundbreaking study charts Taylorism's Japanese incarnation, from the "efficiency movement" of the 1920s, through Depression-era "rationalization" and wartime mobilization, up to postwar "productivity" drives and quality-control campaigns. Taylorism became more than a management tool; its spread beyond the factory was a potent intellectual template in debates over economic growth, social policy, and political authority in modern Japan. Tsutsui's historical and comparative perspectives reveal the centrality of Japanese Taylorism to ongoing discussions of Japan's government-industry relations and the evolution of Fordist mass production. He compels us to rethink what implications Japanese-style management has for Western industries, as well as the future of Japan itself.

Michael Burawoy spent ten months as a machine operator in a Chicago factory trying to answer different but equally important questions: Why do workers work as hard as they do? Why do workers routinely consent to their own exploitation? Manufacturing Consent, the result of Burawoy's research, combines rich ethnographical description with an original Marxist theory of the capitalist labor process. Manufacturing Consent is unique among studies of this kind because Burawoy has been able to analyze his own experiences in relation to those of Donald Roy, who studied the same factory thirty years earlier. Burawoy traces the technical, political, and ideological changes in factory life to the transformations of the market relations of the plant (it is now part of a multinational corporation) and to broader movements, since World War II, in industrial relations.

Book excerpt: There is a wide, unthinking acceptance of the premise that the gap between rich and poor countries is largely due to the exploitation of the latter by the former, first through colonialism and more recently through neocolonialism and economic dependency. Carlos Rangel rejects this approach. He traces the sudden appearance and rise of this "Third World ideology" as a kind of socialism of last resort, made necessary by the failure of the original Marxist prophecy of imminent capitalist collapse, with the "proletarian" and "bourgeois" nations substituted for the proletarian and bourgeois classes in the Marxist drama of struggle and salvation through revolution. Rangel also explains the emotional appeal, and therefore pervasiveness, of this ideology not only in the Third World but also among all alienated members of Western society. This volume presents a critical assessment of the Third World ideology. Rangel argues that it is false that Third World misfortunes and shortcomings are directly related to its having been overwhelmed by the West. He offers a new path toward understanding the problem of economic inequality between nations, and therefore opens the possibility of searching for creative solutions to that problem.

Book excerpt: Using a structurationist, phenomenological structuralism understanding of practical consciousness constitution as derived from what the author calls Haitian epistemology, Haitian/Vilokan Idealism, this book explores the nature and origins of the contemporary Haitian oppositional protest cry, "the children of Pétion v. the children of Dessalines." Although traditionally viewed within racial terms – the mulatto elites v. the African (black) poor majority – Mocombe suggests that the metaphor, contemporarily, as utilized by the educated black grandon class (middle-class bourgeois blacks) has come to represent Marxist categories for racial-class (nationalistic) struggles on the island of Haiti within the capitalist world-system under American hegemony. The ideological position of Pétion represents the neoliberal views of the mulatto/Arab elites and petit-bourgeois blacks; and nationalism, economic reform, and social justice represent the ideological and nationalistic positions of Dessalines as articulated by the grandon, actual children of Toussaint Louverture, seeking to speak for the African majority (the children of Sans Souci, the Congolese-born general of the Haitian Revolution) whose practical consciousness, the Vodou Ethic and the spirit of communism, differ from both the children of Dessalines and Pétion. In the final analysis, the moniker is a truncated understanding of Haitian identity constitution, ideologies, and their oppositions.

Some governments in the developing world maintain excessively weak and "undervalued" exchange rates, a policy that promotes export-led development but often heightens tensions with foreign governments. Many other developing countries "overvalue" their exchange rates, which increases consumers’ purchasing power but often reduces economic growth. In Demanding Devaluation, David Steinberg argues that the demands of powerful interest groups often dictate government decisions about the level of the exchange rate. Combining rich qualitative case studies of China, Argentina, South Korea, Mexico, and Iran with cross-national statistical analyses, Steinberg reveals that exchange rate policy is heavily influenced by a country’s domestic political arrangements. Interest group demands influence exchange rate policy, and national institutional structures shape whether interest groups lobby for an undervalued or an overvalued rate. A country’s domestic political system helps determine whether it undervalues its exchange rate and experiences explosive economic growth or if it overvalues its exchange rate and sees its economy stagnate as a result.
