Making Space for the River helps the reader to understand the policy and governance dynamics that lead to these tensions and pays attention to a variety of attempts to organize effective and legitimate governance approaches. The book helps to realize connections between policy domains, problem frames, and goals of different actors at different levels that contribute to decisive and legitimate action. Making Space for the River has an international comparative character that sheds light upon both the country-specific governance dilemmas which relate to specific state traditions and institutional characteristics of national water management, but also uncovers interesting similarities which provide us with building blocks to formulate more generic lessons about the governance of Making Space for the River in different institutional and social contexts. Book excerpt: The Committee's report examines a range of issues relating to water management in England and Wales, including the regulatory and legislative framework, water demand and supply issues, water efficiency, and environmental aspects including the Water Framework Directive. Amongst the 60 conclusions and recommendations made, the Committee finds that a sustainable balance between water resource development and demand management cannot be achieved until there is a co-ordinated institutional framework for water resource management, with a need for wider stakeholder engagement by means of new regional boards consisting of environmental and consumer interests, as well as Ofwat representatives. Ofwat and the Environment Agency should take a more realistic approach to long-term planning issues, including agreeing indicative pricing for each water company. Current levels of leakage from the distribution network are unacceptably high in parts of the country, which damages the public's attitude towards sensible water use, and Ofwat should sanction water companies to spend more on reducing leakage with targets that take greater account of environmental and social factors as well as economics. The Government should make it easier for water companies to impose water meters on households in the driest parts of the country, in order to help reduce demand and ensure fairer charging practices, with support through the tax and benefit system for vulnerable customers who have difficulty with their bills. In order to address the very high level of unpaid water bills, those people who can afford to pay but refuse to do so should be partially disconnected from the water supply.

This technical model of water management is now being questioned. This book examines the nature of contemporary water management and the prospects for and barriers to different forms of engagement with the public. In particular, it shows how historical and social scientific understandings develop and question current water management norms in relation to water in the landscape, water in the home and the hidden management of water beneath our streets and behind our walls. It is shown that the four-fold challenges of climate change, urbanisation, changing environmental standards and fiscal accountability mean that we can no longer rely on unseen technical fixes to erase the threats of pollution, water shortages and floods. Such concerns offer two prompts for public engagement and participation. First, on a purely instrumental level, public engagement can complement, or offer an obvious alternative to, technical fixes. Second, public engagement may provide a route to find new ways of addressing water and related challenges. The author offers a unique social science perspective on many of the socio-technical issues facing the management of water in urban settings in developed countries, where urban is interpreted broadly to include all areas served by piped water. Drawing on historical context and an extensive review of the published literature, as well as the author's own empirical studies, the work prompts broader discussions about how we manage water in contemporary society. It is invaluable for students and professionals in water resource management and planning.
