Instead of re-engaging in the rich transition debate in which the transformation of agriculture is seen as a necessary historical step to usher in dynamic capitalist (or socialist) development, this collection critically examines the centrality of land in contemporary development discourse in India. Consequently, the focus is on the role of the state in pushing a process of dispossession of peasants through direct expropriation for developmental purposes such as acquisition of land by (local) states for infrastructure development and to support accumulation strategies of private business through industrialization. Land in India is sought for non-agricultural purposes such as purchasing land to reduce risk and real estate development. Land is also central to tribal communities (adivasis), whose livelihoods depend on it and on a moral economy that is independent of any price-driven markets. Adivasis tend to hold on to such property, not as individual owners for profit, but for collective security and to protect a way of life. Thus land, notwithstanding its role in the accumulation process, has been, and continues to be, a turbulent arena in which classes, castes, and communities are in conflict with each other, with the state, and with capital, jockeying to determine the terms and conditions of land transactions or their prevention, through both market and non-market mechanisms. The volume goes beyond the traditional political economy of the agrarian transition question, and deals with, inter alia, distributional conflicts arising from acquisition of land by the state for capital accumulation on the one hand and its commodification on the other. It provides new analytical insights into the land acquisition processes, their legal-institutional and ethical implications, and the multifaceted regional diversity of acquisition experiences in India.

Groundwater of South Asia is increasingly confronted with overuse and deteriorating quality and therefore requires urgent attention. Management of the stressed groundwater systems is an extremely complex proposition because of the intricate hydrogeological set-up of the region. Strategies for sustainable management must involve a combination of supply-side and demand-side measures depending on the regional setting and socio-economic situations. As a consequence, the challenges of efficient groundwater management require not only a clear understanding of the aquifer configuration, but also demand for the development of a comprehensive database of the groundwater occurrences and flow systems in each hydrogeological setting. In addition, drilling and well construction methods that are appropriate to different hydrogeological formations need to be implemented as well as real-time monitoring of the status of the groundwater use. Also corrective measures for groundwater that is threatened with depletion and quality deterioration need to be installed. Finally, the legal framework of groundwater needs to be rearticulated according to the common property aspect of groundwater. These challenges should revolve around effective groundwater governance by creating an atmosphere to support and empower community-based systems of decision-making and revisit the existing legal framework and groundwater management institutions by fostering community initiatives. This book is relevant for academics, professionals, administrators, policy makers, and economists concerned with various aspects of groundwater science and management.

The working-class residents face displacement after over a century of constant habitation, and the social rhythms and cultural economy of this area face an impending destruction. This book, comprising about a hundred testimonies by the inhabitants of these districts, which are a window into the history, culture and political economy of a former colonial port city now recasting itself as a global metropolis. While following the major threads of national and international events it tries to render the history of central Bombay through the narratives and perceptions of the people, in the process casting new light on the processes of history as they were experienced by the working classes the contesting ideas of what a free India would be; the growth of industry and labour movements; the World Wars and their impact; the complex politics of regional and linguistic identities in Bombay and Maharashtra; the eclipse of the organized Left and the rise of extremist sectarian politics. One of the Convenors of Girangaon Bachao Andolan (Save Girangaon Movement). She is based in Mumbai. Dr Rajnarayan Chandavarkar is Reader in the History and Politics of South Asia, and Director, Centre of South Asian Studies, in University of Cambridge, UK. He is a Fellow of Trinity College, Cambridge, UK. His publications include The Origins of Industrial Capitalism in India: Business Strategies and the Working Classes in Bombay, 1900-1940 (Cambridge, 1994) and Imperial Power and Popular Politics: Class, Resistance and the State in India, 1850 1950 (Cambridge, 1998).
