Book excerpt: Military Entrepreneurs and the Spanish Contractor State in the Eighteenth Century offers a new approach to the relationship between warfare and state construction. Historians looking at how war funding impinged on state development, and how state growth made wars more significant, have tended to downplay the role of military-provisioning entrepreneurs. Written off as corrupt and selfish, these entrepreneurs jarred with the received view of a rationally growing and modernising state. This volume shows that the state-entrepreneur relationship was much more fluid and constant than previously thought. The state was not able to enforce a top-down military supply policy; at the same time it benefited from the entrepreneurs' collaboration and their shared mercantilist ambitions. The entrepreneurs' mobilisation of military supplies was crucial for extending state authority and helped to knit together national and colonial markets. But this fluid state-entrepreneur relationship gradually became shrouded in privileges and monopolies, not so much ideology driven or imposed by the entrepreneurs but rather as an arrangement exploited by the state to boost its control over them, whittling down middlemen and ensuring the solvency and creditworthiness of the chosen few. This arrangement spiralled into a risky inter-dependence and cramped entrepreneurial competition. Rafael Torres Sánchez furnishes new insights into the role of military entrepreneurs in debates about warfare and state construction.

On the one hand, the capital intensive, large-scale and complex airport investments need a detailed, long/medium-term planning of airport infrastructure. Such planning requires at least predictable traffic volumes (and traffic composition) within the planning horizon. On the other hand, airline route networks are increasingly dynamic structures that frequently show discontinuous changes. As a consequence, the much more volatile airport traffic restricts the value of detailed traffic forecasts. Volatility of airport traffic and its composition requires flexibility of airport strategies and planning processes. The book explores this dilemma through a detailed study of airline network development, airport connectivity and airport planning in the deregulated EU air transport market. A retired Marine Corps lieutenant colonel, Estes shows tremendous knowledge of combat and writes gripping battlefield prose. Two-thirds of the West European volunteers came from Spain and the Netherlands, yet Estes demonstrates wide range and covers Flemish, Walloon, French, Danish, and Norwegian combat units. Avoiding over-generalization, the author distinguishes carefully among the Danes and Flemings who fought competently with the SS-Wiking Division and later with Nordland, the courageous but poorly-armed Spanish, the ill-trained Dutch and French in Landstorm Nederland and SS-Charlemagne, and the Norwegians who after a first wave of enthusiasm held back altogether. Estes pulverizes the Nazi propaganda notion of a multinational European army defending 'Western civilization' against 'Bolshevism'. He shows that West Europeans, mainly of the urban working classes, volunteered from a mix of motives -adventure-seeking, ideology, hopes of personal advantage or material gain, a desire for better food, or a wish to escape a criminal record at home. He demonstrates that the best-performing foreign legions were trained and led by German officers and formed parts of larger SS units, and also that the Wehrmacht placed little value on foreign formations until its other manpower reserves ran out in 1944-45. This is a landmark work on a subject, which has been much written about, but rarely understood or described as perceptively as in the pages of this book.

The battle of Talavera in 1809 was one of the major battles of the Peninsular War and Arthur Wellesley's first victory in Spain itself, following which he was created Viscount Wellington of Talavera and Wellington. Although Wellesely's forces were outnumbered, and a sizeable contingent of the Spanish ran away, he had chosen a superb defensive position and was able to beat off successive French attacks, though at a heavy cost in terms of casualties. Although the French had withdrawn leaving Wellesley the master of the field, his high casualties and approaching French reinforcements led to Wellesley withdrawing to Portugal. His foray into Spain had an enormous effect on Spanish morale as they realized they were not alone in the struggle. British redcoats had had got to within 70km of Madrid, and they would return in future years. With full-colour maps, as well as contemporary prints and illustrations, this detailed yet concise volume examines the battle in detail.
