Focusing on the transformation of Muslim institutions—especially modernized Muslim schools (médersas) and voluntary organizations—over the past hundred years, Louis Brenner uncovers the social and political processes that have produced new forms, definitions, and expressions of Islam that are patently different from those that prevailed a century earlier. Brenner's study shows that Muslim society in Mali is religiously pluralistic and that it has developed different ways of relating religious obligations to prevailing social and political conditions. Although they were heavily influenced by French and Middle Eastern models, Brenner demonstrates that it was in opposition to French colonial authority that the first médersas and voluntary associations appeared. The complex array of power relations within which these institutions evolved, under French colonial rule and in the postcolonial secularist state, is revealed in this thoughtful book. Controlling Knowledge makes a major contribution to our understanding of Muslim history in Mali and West Africa, both in recent decades and over the long term.

Perinbam argues that the absence of precise information on the Bamako kafu's political status during this period empowered families to manipulate the myths, rituals, and ancestral legends?as well as belief systems?so that their claims to state power appeared incontrovertible. Prison Architecture and Punishment in Colonial Senegal asks if these connections did exist in colonial Senegal since prisons in Africa had never been the focus of such scholarship. This book addresses three main themes. First, it analyzes prison buildings and their changing architectural forms throughout the colonial period to highlight how the French used prison architecture to control Africans. Second, it describes the connections between the internal layout of prison spaces and punishment to show how the design of prisons expressed the notions of punishment and reforms. The book also undertakes a critical assessment of inmates’ agency in reshaping the world of prisons in colonial Senegal. Finally, it discusses the legacy of colonial prisons in independent Senegal. Rapid urbanization in developing countries requires large-scale infrastructure financing to help absorb influxes of rural populations. Borrowing enables state and local governments to capture the benefits of major capital investments immediately and to finance infrastructure more equitably across multiple generations of service users. With debt comes the risk of insolvency. Subnational debt crises have reoccurred in both developed and developing countries. Restructuring debt and ensuring its sustainability confront moral hazard and fiscal incentives in a multilevel government system; individual subnational governments might free-ride common resources, and public officials at all levels might shift the cost of excessive borrowing to future generations. This book brings together the reform experiences of emerging economies and developed countries. Written by leading practitioners and experts in public finance in the context of multilevel government systems, the book examines the interaction of markets, regulators, subnational borrowers, creditors, national governments, taxpayers, ex-ante rules, and ex-post insolvency systems in the quest for subnational fiscal discipline. The formal legal framework interacts with political reality to influence the dynamics of and incentives for reform. Often, the resolution of a subnational debt crisis unfolds in the context of macroeconomic stabilization and structural reforms. Book excerpt: The island of Ngazidja lies at the southern end of the monsoon wind system and its inhabitants, the Wangazidja, have participated in the trading networks of the Indian Ocean for two millennia. The enduring contacts between the Wangazidja and their trading partners have subjected them to a variety of social and cultural influences—from the Swahili coast, from the African hinterland, from the Arabian peninsula, from Indonesia and, more recently, from Europe. This book looks at the strategies called into play by Wangazidja in negotiating this encounter with the outside world; it discusses how they incorporate this variety of influences into their own social and cultural modes of practice while all the time remaining (in the words of one observer) “authentic.” Drawing on the work of thinkers such as Theodor Adorno, René Girard and Michael Taussig, the author develops the theoretical concept of mimesis in an analysis of these transformations, increasingly relevant in the contemporary context of globalization, showing how firmly anchored social structures are able to incorporate what seem to be practices imitative of the Other.
