The local civil defense director is conceptualized as an important link between the civil defense organization and his local civil defense area (city, town, or county). A social systems analysis was selected as an appropriate general frame of reference for studying the question: What are the characteristics (attitudes, opinions, and knowledge) of local civil defense directors. A study of Minnesota, Georgia, and Massachusetts directors provides the empirical data. Data were collected on local directors': (1) understanding of civil defense goals; (2) facilities available to carry out civil defense programs; (3) understanding of the norms of the civil defense organization; (4) understanding of sanctions applicable to local directors; (5) understanding of the director position (status-role); (6) perception of the rank of the local director position; (7) perception of the power (authority) directors have in their position; (8) understanding of relevant technical civil defense information (knowledge); (9) sentiments (attitudes) about civil defense; (10) use of communication channels in understanding their role as a local civil defense director and in informing their publics about civil defense; (11) attempts to develop solidarity and identity in the local civil defense organization (boundary maintenance); (12) attempts at working with groups and individuals in their civil defense area (systemic linkage).

Social system analysis was selected as the frame of reference for analyzing the role performance of local civil defense directors and the factors which may affect their role performance. Social system concepts are used as the basis for understanding and predicting the role performance of local directors. Nine social system elements: ends (goals), facilities (means), norms, sanctions, status-role, rank, power, belief (knowledge) and sentiments (values and attitudes); and five social system processes: communication, boundary maintenance, systemic linkage, socialization and institutionalization guide the analysis of local civil defense directors' role performances. Fifty-seven sub-concepts (independent variables) were derived from the 14 major social system concepts. The social system theoretical model is tested using data from a study of local civil defense directors in Minnesota, Georgia and Massachusetts. Single and multiple correlations and single and multiple regression analyses are used to evaluate the relationship of each of the 57 independent variables to the dependent variable, role performance. All of the 14 major social system concepts were significantly related to role performance. The two concepts most significantly related to role performance were Sanctions and Institutionalization (systems building).

A useful manner in which to understand the local director as he performs his civil defense role would be to consider those factors related to changes in his role performance. Social system analysis was selected as the frame of reference for analyzing the changes in role performance of local directors and those factors which may affect these changes in role performance. Change in role performance was determined through the use of IMIS data. Factors influencing changes in role performance were determined through the use of data collected in the 1965 local director study and based on the social system concepts. Nine social system elements--ends, facilities, norms, sanctions, status-role, rank, power, belief, and sentiments--and five social systems processes--communication, boundary maintenance, systemic linkage, socialization, and institutionalization--guide the analysis of the change in the local directors' role performance. Fifty-seven sub-concepts (independent variables) were derived from the 14 major social system concepts. Single and multiple correlations and single and multiple regression analyses are used to evaluate the relationship of each of the 57 independent variables to the dependent variable, change in role performance. Book excerpt: The purpose of the report was to examine past studies of the local civil defense director with the objective of developing conceptual frames of reference and methodologies which might be used for conducting improved analyses. The review of literature indicated that the role and performance of the local director could be analyzed by attempting to answer three questions: What is the role of the director. How well is that role being performed. Third, what factors are related to level of performance. On the basis of the assessment of past research it was suggested that future research on the director take as its basic model a vertical-horizontal linkage model which views the director as a coordinative link between a loosely organized 'vertical' civil defense organization (federal, regional, state and local levels of CD) and the many subsystems which make up the local community.
