Book House of Commons Transport Committee Local Authority Parking Enforcement HC 118

Download or read book House of Commons Transport Committee Local Authority Parking Enforcement HC 118 written by Great Britain: Parliament: House of Commons: Transport Committee and published by The Stationery Office. This book was released on 2013-10-23 with total page 170 pages. Available in PDF, EPUB and Kindle. Book excerpt: The use of parking charges and fines specifically to raise revenue by local authorities is neither acceptable nor legal. Annual parking accounts would allow the public to see how much local revenue is derived from the enforcement of fines, and what proportion of this come from on or off street parking charges. It's right that parking charges be determined locally, but hard to justify fines that substantially exceed penalties for more serious offences like speeding. DfT's statutory guidance should stipulate that local authorities implement a 'grace period' of 5 minutes after the expiry of paid-for time on any paid parking before enforcement officers issue a Penalty Charge Notice (PCN). The Guidance should be clarified and updated, particularly in relation to rules for loading and unloading. A 25% penalty charge discount should also be introduced for motorists who pay within 7 days of losing any appeal to a parking tribunal. Local authorities currently offer a 50% discount if motorists pay their penalty charge within 14 days, but this is not available to motorists who appeal to a tribunal. Motorists should also not have to appeal against PCNs where tribunal adjudicators have repeatedly identified a problem such as poor signage. Adjudicators should also be given powers to allow appeals where local authorities fail to follow statutory guidance concerning the use cameras. While businesses cannot be completely exempt from parking restrictions, local authorities must also ensure that the need to restrict parking and manage congestion does not stifle the ability of businesses to trade and help grow the economy

Book Policing Immigrants

Download or read book Policing Immigrants written by Doris Marie Provine and published by University of Chicago Press. This book was released on 2016-06-14 with total page 218 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States deported nearly two million illegal immigrants during the first five years of the Obama presidency—more than during any previous administration. President Obama stands accused by activists of being “deporter in chief.” Yet despite efforts to rebuild what many see as a broken system, the president has not yet been able to convince Congress to pass new immigration legislation, and his record remains rooted in a political landscape that was created long before his election. Deportation numbers have actually been on the rise since 1996, when two federal statutes sought to delegate a portion of the responsibilities for immigration enforcement to local authorities. Policing Immigrants traces the transition of immigration enforcement from a traditionally federal power exercised primarily near the US borders to a patchwork system of local policing that extends throughout the country’s interior. Since federal authorities set local law enforcement to the task of bringing suspected illegal immigrants to the federal government’s attention, local responses have varied. While some localities have resisted the work, others have aggressively sought out unauthorized immigrants, often seeking to further their own objectives by putting their own stamp on immigration policing. Tellingly, how a community responds can best be predicted not by conditions like crime rates or the state of the local economy but rather by the level of conservatism among local voters. What has resulted, the authors argue, is a system that is neither just nor effective—one that threatens the core crime-fighting mission of policing by promoting racial profiling, creating fear in immigrant communities, and undermining the critical community-based function of local policing.

Book Standards for Internal Control in the Federal Government

Download or read book Standards for Internal Control in the Federal Government written by United States Government Accountability Office and published by Lulu.com. This book was released on 2019-03-24 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: Policymakers and program managers are continually seeking ways to improve accountability in achieving an entity's mission. A key factor in improving accountability in achieving an entity's mission is to implement an effective internal control system. An effective internal control system helps an entity adapt to shifting environments, evolving demands, changing risks, and new priorities. As programs change and entities strive to improve operational processes and implement new technology, management continually evaluates its internal control system so that it is effective and updated when necessary. Section 3512 (c) and (d) of Title 31 of the United States Code (commonly known as the Federal Managers' Financial Integrity Act (FMFIA)) requires the Comptroller General to issue standards for internal control in the federal government.

Book Parking Policy and Enforcement

Download or read book Parking Policy and Enforcement written by Great Britain: Parliament: House of Commons: Transport Committee and published by The Stationery Office. This book was released on 2006-06-22 with total page 120 pages. Available in PDF, EPUB and Kindle. Book excerpt: Failure to comply with parking restrictions disrupts traffic, increases road congestion, heightens risks of accidents and delays public transport schedules. The Committee's report considers a number of measures required to improve parking enforcement policy in Britain, including the key recommendation that we need to move to a single country-wide system of decriminalised parking enforcement (in place of the current dual system of localised enforcement where parking policy is administered by local authorities in some areas and by the police in others). Although transferring responsibility for parking enforcement to local government has succeeded in raising levels of enforcement and compliance, poor administrative practices causes driver frustration and wastes resources, and threatens to bring the decriminalised parking regime into disrepute. Other recommendations include: the establishment of clear performance standards in applying parking restrictions; improved recruitment, remuneration and training to ensure the development of a professional parking service; greater transparency in the procedure for challenging penalty charge notices and an increased awareness of the role of the parking adjudication service; and the need for local authorities to develop parking strategies which meet local objectives, focusing on congestion targets, road safety and accessibility issues.

Book Regulatory Delivery

  • Author : Graham Russell
  • Publisher : Bloomsbury Publishing

  • ISBN : 1509918590
  • Pages : 505 pages

Download or read book Regulatory Delivery written by Graham Russell and published by Bloomsbury Publishing. This book was released on 2019-10-17 with total page 505 pages. Available in PDF, EPUB and Kindle. Book excerpt: This ground-breaking book addresses the challenge of regulatory delivery, defined as the way that regulatory agencies operate in practice to achieve the intended outcomes of regulation. Regulatory reform is moving beyond the design of regulation to address what good regulatory delivery looks like. The challenge in practice is to operate a regulatory regime that is both appropriate and effective. Questions of how regulations are received and applied by those whose behaviour they seek to control, and the way they are enforced, are vital in securing desired regulatory outcomes. This book, written by and for practitioners of regulatory delivery, explains the Regulatory Delivery Model, developed by Graham Russell and his team at the UK Department for Business, Energy and Industrial Strategy. The model sets out a framework to steer improvements to regulatory delivery, comprising three prerequisites for regulatory agencies to be able to operate effectively (Governance Frameworks, Accountability and Culture) and three practices for regulatory agencies to be able to deliver societal outcomes (Outcome Measurement, Risk-based Prioritisation and Intervention Choices). These elements are explored by an international group of experts in regulatory delivery reform, with case studies from around the world. Regulatory Delivery is the first product of members of the International Network for Delivery of Regulation.
