Book excerpt: This case study focuses on the Forsokgymnaset, Oslo, (FGO), Norway, which came into being as a new type of school without any influence from lifelong education but whose features, especially the emphasis on students' responsibility for their own growth, are applicable to lifelong learning. Chapter 1, an introduction to lifelong education, considers its rationale, key principles, administrative practices, pedagogical methods, and teachers' role. Chapter 2 briefly describes the country (Norway) by focusing on its most typical qualities and comparing it with other nations. A discussion of the FGO in chapter 3 places it within the Norwegian school system. Chapter 4 briefly outlines the plan, procedure, and objectives of this study. Chapter 5 presents results of the study--a description and analysis of FGO. These topics are discussed: process of setting goals, formal structure, internal milieu, managerial subsystem, social subsystem, and pedagogical subsystem. Chapter 6 is a postscript addressing these topics: FGO pupils and teachers, financial situation, school leavers, and the "Hawthorne Effect." (YLB)

Book excerpt: This book discusses the contested issue of how different kinds of special educational support in Norway, such as placement in special classes or use of teacher assistants, prepare Special Educational Need (SEN) students for further education and adult life. This is done by following former students categorized as having special educational needs for twenty years, from the start of the upper secondary school until their mid-thirties. Different choices and the adjustments and active adaptations young people make throughout their lives is a recurring theme, focusing on education, work, family, mental health, and social networks. The authors in this volume analyze and critically discuss topics around competence attainment in upper secondary school and higher education, employment, public support in adult life, mental health, social exclusion and isolation, and data-mediated networks. It concludes how the experiences from school time have affected the adaptation in later adulthood, and provides an answer to whether the assistive measures have benefits. What are the consequences in the short and long run? A central explanatory tension is between disabled students and disabling schools. We trace consequences – possibly non-intended – for the former SEN students due to the stigmatization effect of receiving special educational help in a vulnerable phase of life. The authors interpret results within a framework of life course approaches and disability theories. The perspectives introduced in the book are of interest for researchers and academics in the social sciences, such as sociology, special education, and social work.

In September 2001, a Nordic project group was appointed to carry out a study, with representatives from the Prison and Probation Services and the educational authorities. The project was directed by the County Governor of Hordaland, Norway. According to this report, good cooperation between the Prison and Probation Services and other authorities is one of the key starting points for satisfying prisoners1 educational needs. The prison education offered today does not satisfactorily correspond to prisoners1 educational needs. It also only accounts for a small fraction of the cost of a place in prison. Increased investments in prison education would probably be of added value for society as a whole. The study also points out the importance of crime prevention both to prisons and to society in general.

Though the concept of lifelong learning is not new, it now coincides with a period of rapid EU expansion. The research project the book is based on examines how lifelong learning is understood and operationalised, especially in countries within the area of the EU's expansion. Europe, its policy-makers and peoples, need to know whether lifelong learning can contribute to the construction of a European identity - and if so, how. The research points to the importance of diverse national contexts, which suggests a single model of lifelong learning across the EU is unlikely to be achieved. While the EU may encourage a common policy, and this may generate significant national policy developments, these will be strongly influenced by national context: institutional, political, social, ideological. Many countries will continue - consciously or unconsciously - to "pick and choose" between different EU priorities.
