Excerpt: The S-300 is a series of Russian long range surface-to-air missile systems produced by NPO Almaz, all based on the initial S-300P version. The S-300 system was developed to defend against aircraft and cruise missiles for the Soviet Air Defence Forces. Subsequent variations were developed to intercept ballistic missiles. The S-300 was jointly produced by Almaz with Samsung Group of South Korea since 1993. The S-300 system was first deployed by the Soviet Union in 1979, designed for the air defense of large industrial and administrative facilities, military bases, and control of airspace against enemy strike aircraft. The project-managing developer of the S-300 is Russian Almaz corporation (government owned, aka "KB-1") which is currently a part of "Almaz-Antei" Air Defense Concern. S-300 uses missiles developed by MKB "Fakel" design bureau (a separate government corporation, aka "OKB-2"). The S-300 is regarded as one of the most potent anti-aircraft missile systems currently fielded. Its radars have the ability to simultaneously track up to 100 targets while engaging up to 12. S-300 deployment time is five minutes. The S-300 missiles are sealed rounds and require no maintenance over their lifetime. An evolved version of the S-300 system is the S-400 (NATO reporting name SA-21), entering limited service in 2004. Numerous versions have since emerged with different missiles, improved radars, better resistance to countermeasures, longer range and better capability against short-range ballistic missiles or targets flying at very low altitude. In framing the hearing topic as "advanced weapons," the hearing will focus on military technologies at or near the global technological frontier-weapons just now coming into development or not yet developed by any nation. As China has narrowed the technological gap with the United States over decades of investments in military modernization, it has become increasingly important to consider Beijing's efforts to develop new and potentially revolutionary weapons systems. China has reportedly conducted seven tests of its hypersonic glide vehicle since 2014. It has deployed not one but two antiship ballistic missiles, one of which has a stated range that reaches past the U.S. island of Guam. We hear of longstanding efforts to develop directed energy weapons, and see evidence of China testing a wide range of counterspace systems that could put vulnerable U.S. space assets at risk. China is making major advances in areas such as unmanned systems and artificial intelligence, aided by rapid commercial progress in these sectors. As the new Congress focuses on national security challenges, it is critical to consider China's efforts to develop and field advanced weapons and the implications for the United States. Panel I will examine China's programs for the development of hypersonic and maneuverable re-entry vehicles. Panel II will examine directed energy and electromagnetic weapons development by China. Book excerpt: The Mandate of Heaven was originally given to King Wen in the 11th century BC. King Wen is credited with founding the Zhou dynasty after he received the Mandate from Heaven to attack and overthrow the Shang dynasty. King Wen is also credited with creating the ancient oracle known as the Yijing or Book of Changes. This book validates King Wen's association with the Changes. It uncovers in the Changes a record of a total solar eclipse that was witnessed at King Wen's capital of Feng by his son King Wu, shortly after King Wen had died (before he had a chance to launch the full invasion). The sense of this eclipse as an actual event has been overlooked for three millennia. It provides an account of the events surrounding the conquest of the Shang and founding of the Zhou dynasty that has never been told. It shows how the earliest layer of the Book of Changes (the Zhouyi) has preserved a hidden history of the Conquest.
