At the same time, nowadays, governments are facing severe cuts in public expenditure. So who is going to pay for all that quality? In the Netherlands and in many other countries, achieving these public goals has become a problem, especially in the regeneration of deteriorated inner-city sites. This book offers insight in how the economic value increase that arises from urban development can serve to finance the quality we want, without the need for public subsidies. The findings and recommendations made in this book focus on Western Europe, mainly on successful and alternatively less successful recent experiences in Spain, England and the Netherlands. Public bodies can use the recommendations to create the necessary conditions to improve the involvement of property developers and landowners in the financing of infrastructure and facilities. Property developers and landowners can find formulas for private-public partnership that can lead to lower development costs and risks, allowing them to pay for good infrastructure and facilities while maintaining profitability. Book excerpt: It is a commonplace that pollution knows no borders, and that environmental law must allow for cross-border implementation. The European Union specifies this principle in EC directives on integrated pollution prevention and control (IPPC), on environmental impact assessment (EIA), and on the control of major accident hazards involving dangerous substances (Seveso II). This is the first book to investigate from both empirical and normative perspectives the effectiveness of these directives at the national level. It provides by far the most extensive comparative analysis and evaluation of the industrial permitting and inspections, EIA, and major accident prevention in the EU. Offering an in-depth study of the transposition and implementation of EC environmental directives in eight EU member states (Denmark, France, Germany, Italy, the Netherlands, Spain, Sweden, and the United Kingdom), the author who has played a significant role in the formulation of environmental legislation and regulation at both the national (German) and EU levelsand¿provides a stable base for an assessment of the benefits and costs of the integrated approach to environmental protection. Among the factors considered are the following: key features of national constitutional, administraand¬tive, and judicial systems which provide the framework for environand¬mental regulations and their implementation in the eight countries under study; procedures and substantive requirements transposing the IPPC, EIA and Seveso II directives into national laws; and evaluation of national deficiencies and the extent of muddling through. The empirical part of Dr Bohne's analysis draws on 138 expert interviews with public and private actors, a survey of 178 public authorities, and document analyses of selected industrial permits and environmental impact statements. His comparative analysis of procedural, organizational, and substantive integration makes it possible to identify and compare national accomplishments in regulatory integration, and offers new insights into the effectiveness and limits of EC law. The study concludes with a discussion of the implications of the findings for European governance and better regulation after the enlargement of the EU. This thoroughly researched, rigorous, and insightful study will be of great interest and value to policymakers, regulators, business people, environmental NGOs, consultants, and lawyers, as well as to students of environmental policies and European governance.

Gender mainstreaming was first legislated for in the European Union with the Treaty of Amsterdam in 1999 and, although many interesting developments have occurred throughout the decade that followed, there is still much to do in terms of policy, knowledge production, dissemination and education. This work contributes to all three objectives, by advancing the state of knowledge, as well as providing educational and professional tools in the field of gender sensitive planning in Europe. The volume begins by explaining the concept of gender mainstreaming in relation to its origins in the 'second wave' of the women's movement and critiques of planning, architecture, transport planning and other built environment disciplines. It then provides a brief history of how gender mainstreaming was incorporated into European law, before focussing on the theoretical issues and questions that surround the concept of gender mainstreaming as they relate to urban space and the planning of cities and regions, including a discussion of the persistence of inequalities between the sexes in their access to urban space and services. In particular, the division between waged and unwaged work and its impact on the social construction of gender and of the physical built environment is considered. The differences between definitions of feminism and their implications for action in planning and design are also explored, paying regard to the tensions between a feminist vision of a transformation of gender relations and the requirements of gender mainstreaming to accommodate the different needs of women and men in their everyday lives in urban space. Throughout the book, key issues recur, such as the importance of time and space in the experience of urbanism, resistances to change on the part of institutions and social structures, and the importance of networks. Education and training also appear as common themes, as do citizen participation and the structures of governance. The chapters are organised into four sections: concepts, structures, empowerment and spatial quality. Contributors demonstrate a variety of approaches to the intersections of gender, women, cities, and planning, dealing with substantive and procedural issues in planning, at both local and regional scales. They stress the links between environmental sustainability and gender-sensitive urban development. The book concludes by putting forward an outlook for future action.

Book excerpt: The worldwide development of ecotourism—including adventures such as mountain climbing and whitewater rafting, as well as more pedestrian pursuits such as birdwatching—has been extensively studied, but until now little attention has been paid to why vacationers choose to take part in what are often physically and emotionally strenuous endeavors. Drawing on ethnographic research and his own experiences working as an ecotour guide throughout the United States and Latin America, Robert Fletcher argues that participation in rigorous outdoor activities resonates with the particular cultural values of the white, upper-middle-class Westerners who are the majority of ecotourists. Navigating 13,000-foot mountain peaks or treacherous river rapids demands deferral of gratification, perseverance through suffering, and a willingness to assume risks in pursuit of continuous progress. In this way, characteristics originally cultivated for professional success have been transferred to the leisure realm at a moment when traditional avenues for achievement in the public sphere seem largely exhausted. At the same time, ecotourism provides a temporary escape from the ostensible ills of modern society by offering a transcendent "wilderness" experience that contrasts with the indoor, sedentary, mental labor characteristically performed by white-collar workers.
