Book excerpt: Public-private partnerships (P3s) can provide solutions to the project delivery challenges faced by state departments of transportation (DOTs) and local transportation agencies in delivering surface transportation infrastructure by aligning risks and rewards between public and private sectors, accelerating project delivery, improving operations and asset management, realizing construction and operational cost savings, and attracting private-sector equity investment. P3s are becoming an increasingly important option for financing and implementing critical improvements to U.S. surface transportation infrastructure. As interest in P3s grows, U.S. transportation agencies and stakeholders evaluating the potential benefits of P3s have raised issues relating to the role of private equity in these transactions. Recognizing the complexity and challenges of structuring a highway or bridge P3 compared to a conventional procurement, the objective of NCHRP Synthesis 540: Leveraging Private Capital for Infrastructure Renewal is to bridge the knowledge gap on the role of equity in surface transportation P3 projects and to document current practices relating to private-equity investments in small-scale and large-scale transportation infrastructure projects.

This book breaks new ground in critically examining the intended and unintended effects of the deployment of citizen participation and public consultation in neoliberal urban governance by the Indian state. The book reveals how emerging formats of participation, as mandatory components of infrastructure projects, public–private partnership proposals and national urban governance policy frameworks, have embedded market-oriented reforms, promoted financialisation of cities, refashioned urban citizenship, privileged certain classes in urban governance at the expense of already marginalised ones, and thereby deepened the fragmentation of urban polities. It also shows how such deployments are rooted in the larger political economy of neoliberal reforms and ascendance of global finance, and how resultant exclusions and fractures in the urban society provoke insurgent mobilisations and subversions. Although architects have typically interpreted abstraction in formal terms—the purposeful reduction of the complexities of design to its essentials—Aureli shows that abstraction instead arises from the material conditions of building production. In a lively study informed by Walter Benjamin, Karl Marx, Alfred Sohn-Rethel, and other social theorists, this book presents abstraction in architecture not as an aesthetic tendency but as a movement that arises from modern divisions of labor and consequent social asymmetries. These divisions were anticipated by the architecture of antiquity, which established a distinction between manual and intellectual labor, and placed the former in service to the latter. Further abstractions arose as geometry, used for measuring territories, became the intermediary between land and money and eventually produced the logic of the grid. In our own time, architectural abstraction serves the logic of capitalism and embraces the premise that all things can be exchanged—even experience itself is a commodity. To resist this turn, Aureli seeks a critique of architecture that begins not by scaling philosophical heights, but by standing at the ground level of material practice.

Book excerpt: Cities in the North Atlantic coal and steel belt embodied industrial power in the early twentieth century, but by the 1970s, their economic and political might had been significantly diminished by newly industrializing regions in the Global South. This was not simply a North American phenomenon—the precipitous decline of mature steel centers like Pittsburgh, Pennsylvania, and Hamilton, Ontario, was a bellwether for similar cities around the world. Contemporary narratives of the decline of basic industry on both sides of the Atlantic make the postindustrial transformation of old manufacturing centers seem inevitable, the product of natural business cycles and neutral market forces. In Remaking the Rust Belt, Tracy Neumann tells a different story, one in which local political and business elites, drawing on a limited set of internationally circulating redevelopment models, pursued postindustrial urban visions. They hired the same consulting firms; shared ideas about urban revitalization on study tours, at conferences, and in the pages of professional journals; and began to plan cities oriented around services rather than manufacturing—all well in advance of the economic malaise of the 1970s. While postindustrialism remade cities, it came with high costs. In following this strategy, public officials sacrificed the well-being of large portions of their populations. Remaking the Rust Belt recounts how local leaders throughout the Rust Belt created the jobs, services, leisure activities, and cultural institutions that they believed would attract younger, educated, middle-class professionals. In the process, they abandoned social democratic goals and widened and deepened economic inequality among urban residents.

ADB's developing member countries will look for viable lending opportunities to finance inclusive cities.
