In 1802 President Jefferson promised to effect the extinguishment of all indigenous peoples' titles to land within the limits of Georgia in a peaceable and reasonable manner. Governor Clark argues that the U.S. should promptly fulfill the terms of the agreement, particularly because he believes that the Indians -- such as the Creeks living along the southern border of Georgia -- are a threat to the frontier of the state.
