Au fur et à mesure, la coopération UE-ACP à évolué vers d'autres formes de partenariats. Cette évolution s'est traduite par la conclusion de plusieurs conventions. Les accords de Yaoundé (1963-1975) ont d'abord établi le premier cadre de ces relations UE-ACP.Ces accords ont constitué la base qui a permis l'évolution du partenariat Europe-ACP vers de plus vastes conventions. Les conventions de Lomé quant à elles, ont défini le cadre de relations commerciales privilégiées entre l'Europe et l'Afrique pendant la période 1975-2000. Le 23 juin 2000 est conclu l'accord de Cotonou, manifestation du renouveau des relations UE-ACP. L'originalité de ces accords est d'abord fondée sur le fait qu'il s'agisse d'un acte négocié, non-individel et réciproque.Cette nouvelle orientation marquée par les APE pose de nombreuses questions notamment sur le développement économique et l'intégration régionale en cours dans la zone ACP.
