Drawing from more than 330 interviews and a year and a half of field research, it develops a case study of the international intervention during the Democratic Republic of the Congo's unsuccessful transition from war to peace and democracy (2003-2006). Grassroots rivalries over land, resources, and political power motivated widespread violence. However, a dominant peacebuilding culture shaped the intervention strategy in a way that precluded action on local conflicts, ultimately dooming the international efforts to end the deadliest conflict since World War II. Most international actors interpreted continued fighting as the consequence of national and regional tensions alone. UN staff and diplomats viewed intervention at the macro levels as their only legitimate responsibility. The dominant culture constructed local peacebuilding as such an unimportant, unfamiliar, and unmanageable task that neither shocking events nor resistance from select individuals could convince international actors to reevaluate their understanding of violence and intervention.

Notre étude sur cette crise congolaise, l'une des plus grave que connaît la planète en ce début du XXIème siècle, tente de comprendre les causes et les significations de sa pérennisation. La faillite de l'Etat congolais a conduit à l'invasion, à l'occupation et au pillage de ses ressources naturelles par différents types d'acteurs (étatiques et individuels, nationaux et étrangers). Cette recherche a pour ambition de mettre en lumière les principales dynamiques contradictoires qui n'ont pas permis particulièrement à deux systèmes politico-militaires de pouvoir, "mobutiste" et "kabiliste", alliés des mafias internationales, de créer les conditions d'émergence d'un véritable Etat autonome dans lequel se reconnaît la population. L'Etat post-colonial est, de manière récurrente, producteur d'un conflit de type armé qui s'est aujourd'hui internationalisé. Toute tentative de solution à cette crise permanente se doit de tenir compte à la fois des éléments internes et externes. Sans la prise en compte de cette approche globale, la RDC, déjà avec un chiffre de près de quatre (4) millions de morts (souce ONU), court simplement le risque de fragmentation spatiale et de récupération par des Organisations criminelles internationales. Ce défi à relever exige une réelle volonté politique de la part de tous les acteurs tant nationaux qu'étrangers pour asseoir une paix efficace et durable, en vue de sortir la République de cette épreuve difficile.

A unique combination of circumstances explain the unravelling of the conflicts: the collapsed Zairian/Congolese state; the continuation of the Rwandan civil war across borders; the shifting alliances in the region; the politics of identity in Rwanda, Burundi and eastern DRC; the ineptitude of the international community; and the emergence of privatized and criminalized public spaces and economies, linked to the global economy, but largely disconnected from the state - on whose territory the "entrepreneurs of insecurity" function. As a complement to the existing literature, this book seeks to provide an in-depth analysis of concurrent developments in Zaire/DRC, Rwanda, Burundi and Uganda in African and international contexts. By adopting a non-chronological approach, it attempts to show the dynamics of the inter-relationships between these realms and offers a toolkit for understanding the past and future of Central Africa.
