This is seen in political terms, as in the writings of Justin Martyr, as well as spiritual ones. Charles Munier singles out Tertullian as the first to formulate a doctrine of apostolic succession, but also traces his subsequent path towards the affirmation of the authority of the Holy Spirit over that embodied in the ’Orthodox Church’. The following studies turn to a complementary area of ecclesiology, that of pastoral care. The author points to the great diversity of forms of worship and rite, from the earliest days of the Church; these, he argues, reflect a constant process of adaptation, to fit particular religious needs, and to understand such divergences it is necessary to investigate the theological motives that lay behind them. Particular topics here are those of baptism and marriage, especially the still controversial question of how and with what discretion to treat divorce and remarriage. The volume was born from the conviction that the full assessment of the significance of the Carnegie Report—one of the first international non-governmental fact-finding missions with the intention to promote peace—requires a deeper exploration of the context of its birth. The authors examine how the countries involved in the wars handled the inquires of the Carnegie Commission and the role of the report in the remembrance of the wars in the respective states. Although the report considered both the Ottoman Empire and the Balkan nation-states insufficiently civilized to wage wars within the limits of the codes of conduct of international law, this orientalist conclusion can in part be explained by the liberal internationalist strategy of the Carnegie Endowment, and of the commission members’ professional, political, and ethnic background. Overshadowed by the outbreak of World War I, the Carnegie Report’s direct impact on international arbitration or international criminal law was limited, yet—in the authors’ opinion—it ultimately contributed to the further juridification of international relations

Book excerpt: During the night of July 14-15, 1789, the Duc de la Rochefoucauld-Liancourt caused Louis XVI to be aroused to inform him of the taking of the Bastille. "It is a revolt, then?" exclaimed the King. "Sire!" replied the Duke; "it is a revolution!" The event was even more serious. Not only had power slipped from the hands of the King, but also it had not fallen into those of the Assembly. It now lay on the ground, ready to the hands of the unchained populace, the violent and over-excited crowd, the mobs, which picked it up like some weapon that had been thrown away in the street. In fact, there was no longer any government; the artificial structure of human society was giving way entirely; things were returning to a state of nature. This was not a revolution, but a dissolution. Two causes excite and maintain the universal upheaval. The first one is food shortages and dearth, which being constant, lasting for ten years, and aggravated by the very disturbances which it excites, bids fair to inflame the popular passions to madness, and change the whole course of the Revolution into a series of spasmodic stumbles. When a stream is brimful, a slight rise suffices to cause an overflow. So was it with the extreme distress of the eighteenth century. A poor man, who finds it difficult to live when bread is cheap, sees death staring him in the face when it is dear. In this state of suffering the animal instinct revolts, and the universal obedience which constitutes public peace depends on a degree more or less of dryness or damp, heat or cold. In 1788, a year of severe drought, the crops had been poor. In addition to this, on the eve of the harvest, a terrible hail-storm burst over the region around Paris, from Normandy to Champagne, devastating sixty leagues of the most fertile territory, and causing damage to the amount of one hundred millions of francs. Winter came on, the severest that had been seen since 1709. At the close of December the Seine was frozen over from Paris to Havre, while the thermometer stood at 180 below zero. A third of the olive-trees died in Provence, and the rest suffered to such an extent that they were considered incapable of bearing fruit for two years to come. The same disaster befell Languedoc. In Vivarais, and in the Cevennes, whole forests of chestnuts had perished, along with all the grain and grass crops on the uplands. On the plain the Rhone remained in a state of overflow for two months.

Despite the decisive steps forward made since the Second World War, the process of European unification has come to a standstill at a political and institutional level. Issues and problems which were already the subject of debate among the pioneers of Europeanism between the two wars have still to be addressed. Although at the time their proposal as a whole went unheeded, with destructive consequences for peace and for Europe, this valuable legacy of ideals has nevertheless guaranteed a continuity and a subsequent blossoming. The purpose of this book is to examine a series of ideas, initiatives and programmes which, between the two World Wars, aimed to promote the maintenance of a pacified international order, starting from the crucial European context. What emerges is a significant and transversal humus, that countered the inexorably prevailing tendencies in politics and institutions, and even in society. Its exponents operated in international organisations, in parties, and in movements and associations not necessarily of a political stamp, as well as in historiography, literature, theatre, cinema and sport, laying the foundations for a rebirth of peaceful co-existence at European and international level.
