In this paper, the author extends an earlier examination of this legislation by extending it to the present in an attempt to assess its overall competitive impact. Though admitting that the data are somewhat limited and difficult to interpret, the author finds that the legislation has apparently not encouraged the formation of such ventures over time. This, however, may suggest that firms are opting to make independent forays into various research and development and production ventures which on the surface would appear to be competitively beneficial.
