This book presents the findings of comparative empirical research conducted in selected military units by a group of distinguished experts on military organization, who hail from the eight participating countries: Bulgaria, Cameroon, Denmark, Finland, Italy, Lithuania, the Philippines and Spain. It discusses remarks made by military leaders with extensive experience in the field regarding current doctrines on military leadership and their applicability in the field, as well as proposals and suggestions for new directions. “It is a complex relation, always based on respect and politeness, but often with mismatched interests.” (Army Colonel). “It makes you realize that there is a cultural gap. This book presents papers delivered at the NATO Science for Peace and Security (SPS) event: “Senior Leadership Roundtable on Military and Defense Aspects of Border Security in South East Europe”, held in Berovo, the Former Yugoslav Republic of Macedonia* from 23-30 September 2017. The aim of this special SPS grant was to maximize opportunities for extensive dialogue and collaboration between senior regional members, and the almost 70 distinguished academic and legal experts, as well as current or former senior-level practitioners from various governments, NATO bodies, and international organization that participated. It was the first SPS event of its kind in SEE as well as the first NATO SPS grant to be co-executed by the U.S. Department of Defense via the U.S. National Defense University. Today's security environment requires men and women in uniform to think critically and be creative in developing new strategies and solutions. These skills will allow our military leaders to maintain the operational initiative against an enemy who is by nature adaptive and always evolving to overcome the tremendous advantage in technological and material overmatch of the United States and many of its allies. This paper argues that the U.S. Army should continue its bold initiatives in its current Campaign of Learning and go even further. It should develop creative leaders who can exercise adaptive leadership with the capacity to provide learning environments within their organizations. Included in the paper is an analysis of adaptive challenges facing the Army. Specifically, the Army espouses the need for decentralized operations and operational adaptability, but the author argues that the Army culture is driven by control, stability, and risk aversion. A case study provides a means for analyzing the complexity of organizational leadership in the contemporary security environment. The study presents a high-stakes problem set requiring an operational adaptation by a cavalry squadron in Baghdad, Iraq. This problematic reality triggers the struggle in finding a creative solution, as cultural norms serve as barriers against overturning accepted solutions that have proven successful in the past, even if they do not fit today's reality. The case highlights leaders who are constrained by assumptions and therefore suffer the consequences of failing to adapt quickly to a changed environment. Emphasizing the importance of reflection and a willingness to experiment and assume risk, the case study transitions to an example of a successful application of adaptive leadership and adaptive work performed by the organization. The case study serves as a microcosm of the challenges facing the U.S. Army. The corresponding leadership framework presented can be used as a model for the Army as it attempts to move forward in its efforts to make adaptation an institutional imperative (Chapters 1 and 2). The paper presents a holistic approach to leadership, whereby the leader transcends being simply an authority figure and becomes instead a real leader who provides a safe and creative learning environment for the organization to tackle and solve adaptive challenges (Chapter 3). The paper concludes with a recommendation that Army leaders apply Harvard Professor Dean Williams's theory of leadership to the challenges confronting the Army's leader development process so as to improve its efforts to grow adaptive leaders (Chapter 4).

Because current adversaries may be deterred from the use of nuclear weapons differently than were Cold War adversaries, the Air Force needs an analytic process and tools that can help determine those Air Force capabilities that will successfully deter or defeat these new nuclear-armed adversaries and assure U.S. allies. While some analytic tools are available, a coherent approach for their use in developing strategy and policy appears to be lacking. Without a coherent analytic approach that addresses the nuances of today's security environment, Air Force views of its strategic deterrence needs may not be understood or accepted by the appropriate decision makers. A coherent approach will support Air Force decisions about its strategic force priorities and needs, deter actual or potential adversaries, and assure U.S. allies. In this context, the Air Force in 2012 requested that the Air Force Studies Board of the National Research Council undertake a workshop to bring together national experts to discuss current challenges relating strategic deterrence and potential new tools and methods that the Air Force might leverage in its strategic deterrence mission. The workshop consisted of two 3-day sessions held in Washington, DC on September 26-28, 2012 and January 29-31, 2013 and was attended by a very diverse set of participants with expertise in strategic deterrence and a range of analytic tools of potential interest to the Air Force.
