Book excerpt: La crise économique qui a atteint son paroxysme en 2009 a envoyé des ondes de choc qui se feront sentir pendant des années. Elle a frappé les entreprises, accru la vulnérabilité sociale de nombreux individus et déstabilisé les perspectives d'emploi et de carrière. Les conséquences sont particulièrement dramatiques pour les jeunes, catégorie qui affiche les taux de chômage les plus élevés et dont les perspectives se sont le plus assombries. Néanmoins, malgré les taux de chômage élevés dans plusieurs pays, on observe des pénuries de compétences dans les professions des "STIM" (sciences, technologies, ingénierie et mathématiques). À cela s'ajoute le vieillissement de la population en Europe. Afin de remédier à cette situation, les pays de l'Union européenne (UE) ont élaboré plusieurs stratégies pour l'éducation, la formation et le marché du travail.^Le point commun entre toutes ces stratégies est le rôle de plus en plus central dévolu à l'orientation et au conseil professionnels, du fait de l'aide efficace qu'ils apportent aux individus pour développer les compétences et attitudes nécessaires à la réussite de leur carrière. Bien que les bénéfices de l'orientation et du conseil concernent avant tout les individus, ils vont bien audelà. De par leur nature, l'orientation et le conseil font le lien entre priorités des individus, besoins des entreprises et objectifs économiques et sociaux des pouvoirs publics. Grâce à leur souplesse, ils peuvent aider les individus à réaliser leurs aspirations, tout en leur permettant de mieux cerner leurs perspectives de carrière et leurs besoins de formation.^Ils peuvent être utilisés dans les entreprises, les communautés locales ou les établissements éducatifs pour améliorer les résultats d'apprentissage, le transfert des connaissances, la productivité et l'innovation. En bref, ils contribuent à l'adaptabilité et à la productivité des individus et des organisations face à des conditions économiques et sociales nouvelles et atypiques.

This colloquium was an idea of Professor Roshdi Rashed who initiated this field of studies in France some years ago, and proposed "Sciences and Empires" as one of the main research programmes for the The project to organize such a colloquium was a bit REHSEIS group. of a gamble. Its subject, reflected in the title "Sciences and Empires", is not a currently-accepted sub-discipline of the history of science; rather, it refers to a set of questions which found autonomy only recently. The terminology was strongly debated by the participants and, as is frequently suggested in this book, awaits fuller clarification.
