Son objet entend se limiter à une introduction comparative aux dispositions statutaires qui gouvernent la gestion de la fonction publique de l'Etat, et qui déterminent la situation juridique de ses agents. Cette démarche intéresse les dix-sept Etats francophones d'Afrique sub-saharienne, ayant appartenu, avant l'indépendance, à la mouvance française et beige. Sont successivement envisagés à cet égard, d'un point de vue essentiellement juridique, les fondements et l'environnement des fonctions publiques nationales, la situation juridique et la carrière de leurs personnels, le régime des droits et obligations des fonctionnaires, ainsi que les problèmes et perspectives d'évolution et de rationalisation du droit de la fonction publique des Etats considérés, dont sont seulement esquissés les traits les plus déterminants.
