The conference was attended by 227 scientists from 20 countries includ ing Australia, Austria, Canada, the People's Republic of China, Denmark, Finland, France, the Federal Repulic of Germany, Israel, Italy, Japan, The Netherlands, New Zealand, Norway, Poland, the Soviet Union, Sweden, Switzerland, the United Kingdom and the United States. The scientific program included 14 topical sessions with 50 invited talks, ranging in length from 20 to 40 minutes. About 70 additional in vited contributions were presented in two evening poster sessions. A third evening session included 4 oral and 18 poster post-deadline presentations.

Following the tradition of the previous conferences in Vail, Megeve, Jackson Lake, and Rottach-Egern, it was hoped that VICOLS would provide an opportunity for act ive scientists to meet in an informal atmosphere for discussions of recent developments and applications in laser spectroscopy. The excellent conference facilities and remote location of Jasper Park Lodge in the heart of the Canadian Rockies, amply fulfilled these expectations. The conference was truly international, with 230 scientists from 19 countries participating. The busy program of invited talks lasted four days, with two evening sessions, one a panel discussion on Rydberg state spectro scopy, the other a lively poster session of approximately 60 post-deadline papers. We wish to thank all of the participants for their outstanding contribu tions and for preparation of their papers, now available to a wider audience. Our thanks go to the members of the International Steering Committee for their suggestions and recommendations. The Conference site on the sunny sands of famed Kaanapali Beach on the Island of Maui, although perhaps not the traditional mountain resort, offered nonetheless an atmosphere most inspiring to creative discussions during the unscheduled afternoons. The Conference was truly international: 223 scientists represented 19 countries, including Australia, Canada, People's Republic of China, Denmark, Finland, France Germany (FRG), Great Britain, Israel, Italy, Japan, South Korea, Netherlands, New Zealand, Poland, Spain, Sweden, Switzerland, and U.S.A. The intense scientific program included 14 topical sessions with 59 invited talks. Approximately 60 additional invited papers and 16 postdeadline papers were presented during three lively evening poster sessions. The present Proceedings contain oral as well as poster and postdeadline papers. We thank all authors for the timely preparation of their manuscripts, now available to a wider audience. We would also like to thank the members of the International Steering Committee for their valuable suggestions and advice. Rottach-Egern is a well-known health resort situated on the southern end of Lake Tegernsee. As with the previous laser spectroscopy conferences in Vail, Megeve, and Jackson, the purpose of FICOLS was to provide ~n informal setting where an international group of scientists active in laser spectroscopy could discuss current problems and developments in the field. The program consisted essen tially of invited lectures with appropriate time provided for the latest postdeadline results. The conference was attended by 340 scientists representing 25 countries: Austria, Australia, Brazil, Canada,- Peoples Re public of China, Denmark, Finland, France, Germany (FRG), Germany (GDR), Great Britain, India, Italy, Japan, Nether lands, New Zealand, Norway, Pakistan, Poland, Spain, Sweden, Switzerland, U.S.k,, U.S.S.R., and Yugoslavia. Unfortunately five of our colleagues from Japan who planned to attend the meeting could not come due to an interruption of airline schedules, Their absence was a distinct loss to the conference. However, their papers will be published in one of the forthcoming issues of the journal Applied Physics. Numerous people have contributed to making the conference a success. Especially we would like to thank the members of the steering committee for their advice concerning the program.

Scientists from a broad range of disciplines were brought together to discuss their common interest in ultrafast processes. This meeting was organized as a Topical Meeting of the Optical Society of America and was attended by 250 partici pants. The conference reviewed the latest advances in the experimental and theo retical understanding of phenomena that occur on a picosecond timescale. New discoveries in electronics, chemical dynamics, solid state physics, and pico second optics highlighted the interactions between chemists, physicists, biologists,and engineers who attended the conference. The enthusia~m gener ated by the rapid progress in the last two years and the pleasant Cape Cod weather resulted in a successful and enjoyable conference. The conference owes a special thanks to Dr. Jarus Quinn, Joan Connon, and their colleagues at the Optical Society of America for doing a superb job in implementing the meeting arrangements and to the program committee for the selection and organization of the technical presentations. Lasers re present intense light sources with spectral energy densities which may exceed those of i ncoheren t sources by severa 1 orders of magnitude. Furthermore be cause of their extremely small bandwidth, single-mode lasers allow a spectral resolution which far exceeds that of conventional spectrometers. Many experi ments which could not be done before the application of lasers because of lack of intensity or insufficient resol ution are readily performed wi th lasers. Now several thousands of laser lines are known which span the whole spec tral range from the vacuum-ultraviolet to the far-infrared region. Of parti cular interest are the continuously tunable lasers which may in many cases replace wavelength-selecting elements, such as spectrometers or interferome ters. In combination with optical frequency mixing, techniques such conti nuously tunable monochromatic coherent light sources are available at nearly any desired wavelength above 100 nm.

I have been eager to publish a new book concerned with spin temperature, double resonance, and spin-flip line narrowing, topics basic to important trends in present-day magnetic resonance which were not treated in my earlier book. Invitations to lecture in Osaka, Japan, in Leuven, Belgium, and Lausanne, Switzerland, had provided occasion to prepare first drafts of the new topics and to get student feedback. My plans were changed, however, when I learned that Principles of M agnetic Resonance was no longer available. Dr. Lotsch, Physics Editor of Springer-Verlag, and I decided it made sense to combine the new book with a modified old one, thereby continuing to make available a complete text in basic magnetic resonance written with a philosophy of presenting a thorough treatment of a small number of concepts which are key to large areas of magnetic res on an ce. In addition to adding three new chapters, I have added new material to the original chapters, have added two new appendices-one on the use of Bloch equations to describe rate processes, the other on the effect of diffusion on spin echoes-and have augmented the collection of homework problems.
