Book excerpt: The importance of good land governance to strengthen women s land rights, facilitate land-related investment, transfer land to better uses, use it as collateral, and allow effective decentralization through collection of property taxes has long been recognized. The challenges posed by recent global developments, especially urbanization, increased and more volatile food prices, and climate change have raised the profile of land and the need for countries to have appropriate land policies. However, efforts to improve country-level land governance are often frustrated by technical complexities, institutional fragmentation, vested interests, and lack of a shared vision on how to move towards good land governance and measure progress in concrete settings. Recent initiatives have recognized the important challenges this raises and the need for partners to act in a collaborative and coordinated fashion to address them. The breadth and depth of the papers included in this volume, all of which were presented at the World Bank s Annual Conference on Land Policy and Administration, illustrate the benefits from such collaboration. They are indicative not only of the diversity of issues related to land governance but, more importantly, highlight that, even though the topic is complex and politically challenging, there is a wealth of promising new approaches to improving land governance through innovative technologies, country-wide policy dialogue, and legal and administrative reforms. The publication is based on an on-going partnership between the World Bank, the International Federation of Surveyors, the Global Land Tool Network and the United Nations Food and Agriculture Organization provide tools that can help to address land governance in practice and at scale. It is our hope that this volume will be of use to increase awareness of and support to the successful implementation of innovative approaches that can help to not only improve land governance, but also thereby contribute to the well-being of the poorest and the achievement of the Millennium Development Goals.

Book excerpt: There is a renewed interest in whether land reforms can contribute to market development in Africa and whether land reforms can be pro-poor. This paper uses unique household panel data from Tigray region in Ethiopia to assess the impact of the 1998 low-cost land registration and certification reform on land rental market participation over a period of eight years after the reform, using random effects probit and tobit panel data models for land leased out and leased in, while correcting for unobservable heterogeneity and endogeneity of having certificate. The analysis revealed that the land reform contributed to increased land rental market participation. Female-headed households became more willing to rent out land and making land available for more efficient producers. Average areas leased out and leased in increased after certification. The land rental market remained characterised with significant and non-convex transaction costs also after the reform as evidenced by significant state dependence, a low response to own holding size and a high share of non-participation in the land market, leaving room for further improvement.

Mixed research approach has been used to collect and analyses data. Field activities including questionnaires, interviews and direct observation were undertaken in order to get information on the current situation of the property tax system and land registrations. Based on the analysis, the need for the property taxation in the study area, the gaps in the information provided by the current land register were identified. The results showed that the establishment of a real property registration system facilitated the property taxation process and consequently maximize property based revenue. Property taxation is one of the means to generate revenue by government for the local developments. To improve the property taxation government needs to ensure that its property records contain information that is beneficial to collect property taxation. Introducing a real property registration system that has complete contents and mechanisms to regularly updating is the most important tool to support the property taxation system. With regard to this, many authors have discussed the role of the real property registration system in general, but not enough researches have been carried out to investigate the value of establishing a real property registration system on property taxation. There is a direct strong relationship between real property registration system and improvements in property taxation. The study recommended that the current registration system should be remodelled to include the vital information such as property value, owners address and tax amount that is desired to collect property taxation. Comprehensive real property policies, cost-effective systematic registration and computerizing the records were suggested to improve the current deficiency of land register.

Most of the rural poor remain dependent on land-based livelihoods for their incomes and reproduction despite significant livelihood diversification in recent years. Land issue remains critical to any development discourse today. Market-led agrarian reform (MLAR) has gained prominence since the early 1990s as an alternative to state-led land reforms. This neoliberal policy is based on the inversion of what its proponents see as the features of earlier approaches, and calls for redistribution via privatized, decentralized transactions between ‘willing sellers’ and ‘willing buyers’. Its proponents, especially those associated with the World Bank, have claimed success where the policy has been implemented, but such claims have been contested by independent scholars as well as by peasant movements who are struggling to gain access to land. This book presents three thematic papers and six country studies. The thematic papers address issues of formalisation of property rights, gendered land rights, and neoliberal enclosure. These studies demonstrate the pervasive influence of neoliberal ideas on property rights and rural development debates, well beyond the ‘core’ question of land redistribution. The country cases bring together experiences from Brazil, Guatemala, El Salvador, Philippines, South Africa and Egypt. Common findings include the success of landowners in minimising the impact of reform, and a lack of post-transfer support, translating into marginal impact on poverty. The limitations of the market-led approach, and the implications of the studies presented here for the future of agrarian reform, are considered in the editors’ introduction. This book was a special issue of The Third World Quarterly.

Book excerpt: Agricultural Land Redistribution and Land Administration in Sub-Saharan Africa: Case Studies of Recent Reforms focuses on “how” to undertake land reforms in Sub-Saharan Africa, but with relevant lessons for other developing countries. It provides details, with case studies, on how reforms were undertaken to address a pressing and controversial development challenge in Africa – land ownership inequality – and an intransigent development issue – inefficiency and corruption in land administration. An equally important contribution of the book is assessing reforms and highlighting valuable lessons for other countries contemplating reforms. The six case studies collectively cover two main areas of land governance: reforms in redistributing agricultural land and reforms in land administration. The first two case studies discuss reforms in redistributing agricultural land in Malawi and South Africa, part of the southern Africa region where land ownership inequalities rival those in Latin America. The remaining case studies, four in number, are focused on addressing corruption and inefficiency in land administration in a variety of contexts of governance including stable and post-conflict countries. The case studies cover: • Decentralizing land administration with demonstrations from Uganda, Ethiopia, Tanzania, and Ghana; • Developing post-conflict land administration systems with examples from Liberia and Rwanda; • Re-engineering and computerizing land information systems with examples from Ghana and Uganda; and • Improving management of government land through land inventories with examples drawn from Ghana and Uganda. The common elements between sometimes disparate experiences provide lessons of relevance to African and other developing countries contemplating similar reforms. The rigorous analysis and yet down-to-earth lessons of experience are a reflection of the authors’ deep global experience underpinned by personal participation in the reforms covered by the book. This volume will be of interest to a wide audience including land specialists and practitioners, African policy makers, experts and managers in the international development community, and the academia.

Emphasizing the significance of registering land and land-related properties, the research examines how such registration can enhance land management, foster development, and generate substantial land-related revenue. The study has three key objectives: firstly, identifying institutional, technical, financial, and motivational factors in the land registration system; secondly, analyzing mechanisms for improving the land registration system; and thirdly, examining the relationship between land registration and tax revenue. The research employs a probability sampling method, and the findings reveal that a significant percentage of the sampled respondents (86%) possess knowledge about land registration. Additionally, experts in the field acknowledge the importance of land registration for revenue collection in the study area. The study underscores a complementary relationship between land registration and revenue collection, and it traces the trends of revenue change attributed to the land registration system. Furthermore, the introduction of a cadastral system is shown to have a positive impact on revenue collection.
