The compiled content is based on the collective knowledge of over 300 leading researchers, experts and policymakers, brought together by the Hindu Kush Himalayan Monitoring and Assessment Programme (HIMAP) under the coordination of the International Centre for Integrated Mountain Development (ICIMOD). This assessment was conducted between 2013 and 2017 as the first of a series of monitoring and assessment reports, under the guidance of the HIMAP Steering Committee: Eklabya Sharma (ICIMOD), Atiq Raman (Bangladesh), Yuba Raj Khatiwada (Nepal), Linxiu Zhang (China), Surendra Pratap Singh (India), Tandong Yao (China) and David Molden (ICIMOD and Chair of the HIMAP SC). This First HKH Assessment Report consists of 16 chapters, which comprehensively assess the current state of knowledge of the HKH region, increase the understanding of various drivers of change and their impacts, address critical data gaps and develop a set of evidence-based and actionable policy solutions and recommendations. These are linked to nine mountain priorities for the mountains and people of the HKH consistent with the Sustainable Development Goals. This book is a must-read for policy makers, academics and students interested in this important region and an essentially important resource for contributors to global assessments such as the IPCC reports.

Using a mixed methods approach, the authors show that remittances play a crucial role in enhancing the life chances and economic livelihoods of rural households, and that remittance income enables households to overcome immediate pressures, adapt to economic and environmental change, build economic and cultural capital, and provide greater certainty in planning for the future. However, the book also reveals that the social and economic benefits of remittances are not experienced equally by all households. Rural village households endure a precarious existence and the potentially positive outcomes of remittances can easily be undermined by a range of external and household-specific factors leading to few, if any, benefits in terms of household social resilience.

Book excerpt: In Far West Nepal - an area extremely impoverished also by Nepalese standards - labour migration to India has been an integral part of the livelihood strategies of the majority of people for several generations. This research is based on case studies among male and female migrants in Delhi coming from four villages of Far West Nepal. The analysis focuses on selected aspects of the migrants' daily lives, such as working and living conditions, management of loans and savings, and remittance transfer. It was found, that the whole migration process is mainly facilitated by transnational kin and friendship networks. To grasp the geographical and social dimensions of the migrant's lives an integrative approach in joining the sustainable livelihoods approach, Bourdieu's theory of practice, the concept of social capital and the concept of transnational migration was developed. Further results show, that the majority of the migrants are male. The unskilled migrants occupy a distinct niche, in which men have been working as watchmen and car cleaners for generations. The job market is highly organized since jobs are handed over and sold within networks. If wives of migrants are in Delhi for longer periods, they engage in housekeeping. For financial needs migrants established their own informal savings and credit associations. Although migration is firstly seen as an opportunity by the migrants, it can as well perpetuate debt and dependency and entail that they remain migrants for their whole lives.

Efforts to provide assistance to these people must integrate knowledge from a variety of perspectives. This report documents the use of a role-playing game, supported by an agent-based model, to demonstrate the interaction between migration, social capital and the effectiveness of water storage. The importance of these interactions was highlighted by fieldwork conducted at several sites in the Koshi River Basin. The model underlying the game was a stylized representation based on the Indrawati Subbasin northeast of Kathmandu, Nepal. The report highlights that (a) role-playing tournaments can be an effective way to engage technical and policy experts with the complex interactions between the social and physical dimensions of watershed management; and (b) migration and the economic changes which drive these interactions are forces that need to be accepted, and investments in water storage need to be selected depending on how they fit into these trends.

Research on the subject is still frequently narrowed down to climate change vulnerability and the environmental push factor. The book establishes the interconnections between societal and environmental vulnerability, and migration and capability, allowing appreciation of migration in the frame of climate as a case of spatial and social mobility, that is, as a strategy of persons and groups to deal with a grossly unequal distribution of life chances across the world. In their introduction, the editors fan out the current debate and state the need to transcend predominantly policy-oriented approaches to migration. The first section of the volume focuses on “Methodologies and Methods” and presents very distinct approaches to think climate induced migration. Subsequent chapters explore the sensitivity of existing migration flows to climate change in Ghana and Bangladesh, the complex relationship between migration, demographic change and coping capacities in Canada, methodological challenges of a household survey on the significance of migration and remittances for adaptation in the Hindu Kush region and an econometric study of the aftermath of the 1998 floods in Bangladesh. The second part, “Areas of Concern: Politics and Human Rights”, deepens the analysis of discourses as well as of the implications of proposed and implemented policies. Contributors discuss such topics as environmental migration as a multi-causal problem, climate migration as a consequence in an alarmist discourse and climate migration as a solution. A study of an integrated relocation program in Papua New Guinea is followed by chapters on the promise and the flaws of planned relocation policy, global policy on protection of environmental migrants including both internally displaced peoples and those who cross international borders. A concluding chapter places human agency at centre stage and explores the interplay between human rights, capability and migration.
