Using an original data set of over 1,200 workers from Switzerland who lost their manufacturing jobs after the financial crisis of 2008, the author analyzes the determinants of reemployment, the sector of reemployment, and the change in wages over a two year period. In addition, coverage also explores how plant closure affects the social relationship between a displaced worker and his or her significant other, which includes a discussion of the coping strategies on the household level as well as how changes in a worker's social and occupational life affects overall satisfaction. Readers will discover that the burden of structural change disproportionately falls on the shoulders of workers aged 55 and older who often face substantial barriers when trying to return to employment. A larger portion of this group experience long-term unemployment and those who do manage to find a new job often suffer disproportionate wage loss. This result is intriguing in the context of the current demographic change and contradicts the common assumption that young and low-qualified individuals are at greatest risk of unemployment. Advanced age—and not low education—appears to be the primary obstacle to workers finding job satisfaction after being laid off because of market conditions.

Book excerpt: A study examined the labor market mobility of displaced workers, using a new data file that matches the January 1984, 1986, and 1988 Displaced Worker Surveys (DWS) to the March Current Population Surveys in the same years. This large database provides information on displaced workers and their families and permits comparison of the geographic migration rates of displaced and nondisplaced workers. Findings were reported in terms of industrial, occupational, and geographic mobility. Major findings included the following: (1) about one-half of displaced workers change industry and occupation following displacement, with most workers who change changing both; (2) reemployment earnings as a percent of predisplacement earnings are substantially lower for workers reemployed in new industries or occupations; (3) skilled craft workers and semiskilled operators have a stronger attachment to industry and occupation than do less skilled laborers; (4) increased job tenure and higher wages on the prior job discourage mobility; (5) male displaced workers have significantly higher rates of geographic mobility than do similar nondisplaced workers; (6) family variables, such as whether a male worker's wife was also displaced, play an important role in family migration decisions; and (7) although the reemployment rate for some displaced workers who move tends to be higher in the short run than for those who do not, there are no significant long-term differences in reemployment rate. A simple theoretical model suggests that factors which raise the probability of layoff should also increase the probability of a quit, predictions that are borne out in data. Probability of both layoffs and quits fell with worker tenure, firm profitability and expected severance costs. Individuals facing a higher probability of displacement accepted slower wage growth than otherwise comparable workers. The incentives to avoid displacement were strong -- workers that actually were displaced faced a slow process of transiting out of unemployment with only one-third finding reemployment. Correcting for selection, real wage losses for displaced workers are comparable to those reported for displaced workers in North America"--Forschungsinstitut zur Zukunft der Arbeit web site.

Downsizing, restructuring, and outsourcing are the forces altering employment relationships throughout the work force. Those who tend to see the future in a positive light view the evolving role between employer and employee as empowering for the individual. This book examines the consequences of economic instability due to job loss and the displacement of millions of workers. It draws upon case studies of worker displacement as well as national labor force surveys. Thomas S. Moore finds that consequences of economic instability are productivity slowdown, increased disparities in earnings and income, and higher average unemployment. He assesses the extent of job loss nationwide, its costs to the individuals directly affected, and the way in which the incidence of displacement and earnings loss has shifted over time. Although drawn from an earlier period, the data have an obvious relevance to today's labor markets. Moore argues for an employment and training system that gives employers an incentive to invest in the skills of their employees. Federally funded training programs have not improved the earning ability of displaced and disadvantaged workers, and state-sponsored programs tend to exclude those most in need of assistance. Moore suggests direct employer investment in the general skills of employees. Initially published in a different economic downturn, this continues to be a must read book for all economists, sociologists, and policymakers.
