Le pays a compris que sa survie économique et sociale dépendait de l’enjeu d’assurer son développement de façon durable. À l’échelle nationale, il est question de préserver le concept de « société harmonieuse » prôné par le Parti communiste chinois, puisque les atteintes à l’environnement, et donc aux ressources vitales d’une grande partie de la population, ont créé localement une multitude de tensions dans le pays. À l’échelle internationale, c’est aussi un élément important de sa relation avec le reste du monde. La catastrophe de la rivière Songhua, polluée à l’automne 2005 et dont le cours passe en Russie, a d’ailleurs eu un effet déclencheur dans cette relative prise de conscience chinoise. En outre, remédier aux catastrophes environnementales a posteriori est une politique qui a un coût financier important. Selon la Banque Mondiale, la pollution à elle seule coûterait déjà à la Chine entre 8 et 12% de son PNB. Un ouvrage éclairant et utile à l'usage de tous les éco-entrepeneurs. Mon programme vise à tester ces théories existantes au contexte chinois avec un objectif ulterieur de développer des nouvelles théories plus adaptées aux besoins des pays en développement pour conduire une transition économique verte. Mes travaux précedents concentrent sur l'analyse des impacts du prix du carbone en Chine, la cohérence des politiques climatiques ainsi que la dimension du commerce international des politiques climatiques (la fuite de carbone, la compétitivité et les disputes commerciales sur les biens bas carbone, etc.). L'analyse à venir continue d'abord sur les sujets du marché de carbone et la cohérence des politiques climatiques tout en étendant les champs sur d'autres sujets environnementaux. L'analyse vise aussi a intégrer l'économie environnementale aux autres domaines d'économie et évaluer les impacts de la réforme macroéconomique chinoise à l'environnement en commençant par les sujets de fiscalité et le marché du travail.

It can mean taking ownership of certain issues related to energy, its production, or, indeed, becoming self-sufficient, and it can apply equally to individuals, communities and buildings. While there are numerous new developments – renewable energies, smart grids and self-consumption – it is becoming difficult to know what this idea of “autonomy” covers, just as it is difficult to define “independence” and “self-sufficiency”, which are often associated with it. However, these three concepts are key to thinking about the energy system and deciding its future. Covering distinct ideas, they are often reduced to economic and productive factors. This ambiguity in their meanings is responsible for the misunderstandings, delusions and obstacles that hamper the implementation of the energy transition. This book deconstructs the common idea of autonomy in favor of a set of more operational concepts. It demonstrates that these ideas are not interchangeable but rather represent practical and constructive tools for action. The world of energy is changing, and therefore we must rethink energy autonomy.
