Par cette question centrale, l’analyse vise le double objectif de faire comprendre la coopération militaire franco-ivoirienne et de montrer l’usage qu’en ont fait les responsables ivoiriens. Pour ce faire, elle met en exergue le contexte dans lequel a été décidée la coopération militaire entre ces deux pays et aborde ses modalités. Par ailleurs, elle définit les objectifs que se fixent les autorités ivoiriennes en matière de défense et, montre comment l’aide française leur a été utile dans la réalisation de leurs projets

Book excerpt: In light of the discrepancy between Britain's and France's postcolonial security roles in Africa, which seemed already determined half a decade after independence, this book studies the making of the postcolonial security relationship during the transfer of power and the early years of independence (1958-1966). It focuses on West Africa, and more specificially the newly independent states of Nigeria and Côte d'Ivoire, which rapidly evolved into key players in the postcolonial struggle for Africa. Based on research in fourteen archives in Africa, Europe, and the United States, Postcolonial Security comparatively investigates the establishment of formal defence relations, the disintegration of the Anglo-Nigerian 'special relationship' and the Franco-Ivorian 'neo-colonial collusion', the provision of British and French military assistance to their former colonies and the competition they faced from West Germany and Israel respectively, and the Anglo-American partnership in Nigeria and the Franco-American rivalry in Côte d'Ivoire. It demonstrates that whereas Britain was rapidly and increasingly pushed out of and replaced in the Nigerian security sector by western competitors, France succeeded in retaining its military foothold and pre-eminence in Côte d'Ivoire. Informed by postcolonial approaches, Postcolonial Security argues that while London's Cold War blinkers and Paris's neo-imperial agenda were part of the equation, the postcolonial security relationship was ultimately determined by the Nigerian and Ivorian elites, which in turn responded to their local and regional circumstances against the background of the Cold War in Africa.

Book excerpt: The end of the twentieth century, which was marked by multiparty democracy in Eastern European entities and Third World countries, moved Cte dIvoire to adhere to the new democratization system in 1990. Nine years later, the territory registered its first bloodless state coup. On September 19, 2002, the country was shared into two parts with human losses and damages when President Gbagbo was on official visit to Italy. After different attempts in negotiations (Linas-Marcoussis (2003), Pretoria agreement (2005), and the Political Agreement of Ouagadougou (2007)), for some protagonists, international organizations and NGOs, the perfect conflict resolution was about running elections so that the former peaceful land could regain its image of a prosperous and stable country. The elections that were delayed six times came to pass, and two presidents came out of the scrutiny. Gbagbo was proclaimed victorious by the Ivorian Constitutional Council, while Ouattara was acknowledged by the Independent Electoral Commission. Once more, the country fell into a postelection crisis. Meanwhile, the African Union, the European Union, the USA, the French Licorne, and the United Nations urged President Gbagbo to step down since Ouattara was considered the happy winner of the scrutiny. The refusal of Gbagbo cost human losses and led to his arrest on April 11, 2011. Nowadays, the country is not unified and reconciled, but it will have the 2015 elections.

Francophone Africa as a specific space is relatively little studied in the peace and security literature, despite the fact that almost half of all peacekeepers are deployed or were deployed in this part of Africa during the last decade. It is an arena for intervention that deserves more serious attention, if only because it provides fertile ground for exploring the key questions raised in the peacekeeping and peacebuilding literature. For instance, in 2002 a French operation (Licorne) was launched and in 2003 a UN force was deployed in Côte d’Ivoire alongside the French force there. Filling a gap in the current literature, Peace Operations in the Francophone World critically examines peacekeeping and peacebuilding practices in the francophone world, including but not limited to conflict prevention and resolution, security sector reform (SSR), francophone politics, and North–South relations. The book explores whether peace and security operations in francophone spaces have exceptional characteristics when compared with those carried out in other parts of the world and assesses whether an analysis of these operations in the francophone world can make a specific and original contribution to wider international debates about peacekeeping and peacebuilding. Moreover, the presidents’ conflicting perspectives on the nature of governance and political power marginalized concerns specifically regarding the significance of democracy, civil society, and social justice. Despite President Laurent Gbagbo’s challenge and demand for democracy, his presidency was unable to avoid morphing into dictatorial and autocratic governance. Autocracy and dictatorship had already inseminated Cȏte d’Ivoire during the thirty years of President Felix Houphouët-Boigny’s benign dictatorship. It is within this rigidity that Gbagbo, a product of Ivoirian socio-political history, socialized in dictatorial, ethnic, and elite sentiments, constructed his version of autocracy and dictatorship, and refused to yield power to a new president elect, Alassane Ouattara, triggering a national presidential conflict. This analysis of the presidential conflict is an effort to forestall future similar issues around the globe, but specifically in poor and developing nations, from destabilization and violence. The book concludes with an African Conflict Transformation model constructed as a consultative option for political conflict mitigation purposes.

Book excerpt: The International Criminal Court (ICC), created in 2002 to combat impunity, projects a sense of unfairness and stirs an unending debate. A trial before the court epitomizes the controversy surrounding it, perceived as a neocolonialist tool in the hands of the most powerful nations. This research critically examines the trial of the former president of Ivory Coast, Laurent Gbagbo. The two-decade crisis in Ivory Coast was a series of armed, diplomatic, and political conflicts in which human rights were violated by all sides. Military confrontation resumed as a result of an electoral stalemate that followed a controversial presidential election in the fall of 2010. The most atrocious human rights abuse was perpetrated at the end of March 2011 by the rebel forces backed by the French and the United Nations troops: the massacre of Duékoué. In one day, hundreds of Laurent Gbagbo’s followers were killed. However, the ICC undertook a selective prosecution against Gbagbo’s camp. After a trial of eight years, Laurent Gbagbo was finally acquitted. The news of his unanticipated acquittal shocked the world. Later, that decision was overturned and transformed into freedom with binding and coercive conditions by the Appeals Chamber, which had succumbed to political pressure. The former president of Ivory Coast spent months of confinement in Belgium until the Appeals Chamber rebutted the prosecutor’s appeal against his release and confirmed his total acquittal and that of Blé Goudé. He eventually went back to Ivory Coast on June 17, 2021. The trial of Laurent Gbagbo before the ICC, despite his acquittal (a tardy one), reflects a series of biases germane to international law and international justice, such as the victor’s justice stance, the conflict between national law and international law, the question of sovereignty, and the issue of lawfare. The trial of Laurent Gbagbo, which was the hallmark of the selective international justice system embedded in unfairness, led to a historical landmark with his shocking acquittal, which led to the indictment of the International Court, whose fate has thus been sealed before history.
