Los ciudadanos deben retornar un papel activo en la planeación de su futuro, haciendo latente las opiniones, sugerencias y cuestionamientos del grupo al que cada uno pertenece, consensando las prioridades quean a la comunidad a un alto nivel de habitabilidad. En el presente trabajo de investigación, recurriendo a literatura sobre planeación, sistemas, participación y teoría de redes sociales, se definió un modelo que integra los principales conceptos que debe contener un proceso de planeación de ciudades participativo, apoyado en el análisis de la red social de la comunidad bajo estudio. El modelo contempla aquellas consideraciones que marcan los estudios en planeación como indispensables para la determinación de un futuro deseado, partiendo del análisis de las condiciones actuales, y definiendo programas y proyectos que cierren la brecha que divide ambos escenarios; y en donde se incorpora la detección de los principales actores específicos de la red social de la comunidad que deberán formar parte de los esfuerzos en cada una de sus etapas. Para probar empíricamente una de las propuestas del modelo de planeación de ciudades se tomó el caso de Monterrey 2020. Una ciudad que llevó a cabo el proceso con una metodología similar, en el que se buscó determinar si la representatividad fue una variable clave para concretar los resultados. De los resultados del estudio se obtuvo que en el caso de estudio las personas que se integraron al proceso de planeación no tenían la representatividad requerida desde la perspectiva de la teoría de redes sociales, dado el bajo porcentaje de actores de prestigio y poder y el bajo porcentaje de actores reconocidos como líderes de la comunidad que participaron. Con ello se obtuvo evidencia de que la representatividad social de los participantes es un aspecto fundamental a considerar en proyectos participativos, para apoyar a la implantación y seguimiento de los resultados de una planeación partícipativa.

From the perspectives of both political theory and policy studies, the chapters explore the implications of deliberative democratic governance for professional expertise and extends them to specific policy practices. Following the lead of John Dewey, the discussion focuses in particular on the ways professional practices might be reoriented to assist citizens in understanding and discussing the complex policy issues of an advanced technological society. In doing so, it also explores how public deliberation can be improved through more cooperative forms of policy inquiry. Adopting a deliberative-analytic approach , policy inquiry is grounded in a postempiricist, constructivist understanding of inquiry and knowledge and the participatory practices that support it. Toward this end, the chapters draw on thriving theoretical and practical work dedicated to revitalizing the citizen's role in both civil society and newer practices of democratic governance, in particular deliberative democracy in political theory, practical work with deliberative experiments, the theory and practices of democratic governance, and participatory research. Deliberative practices are promoted here as a new component part of policy-related disciplines required for participatory governance. Calling for a specialization of "policy epistemics" to advance such practices, the second half of the book takes up issues related to deliberative empowerment, including the relation of technical and social knowledge, the interpretive dimensions of social meaning and multiple realities, the role of narrative knowledge and storylines policy inquiry, social learning, tacit knowledge, the design of discursive spaces, and the place of emotional expression in public deliberation.
