Book excerpt: The economic and social prospects are daunting for the 89 million out-of-school youth who comprise nearly half of all youth in Sub-Saharan Africa. Within the next decade, when this cohort becomes the core of the labor market, an estimated 40 million more youth will drop out, and will face an uncertain future with limited work and life skills. Furthermore, out-of-school youth often are 'policy orphans,' positioned between sectors with little data, low implementation capacity, lack of interest in long-term sustainability of programs, insufficient funds, and little coordination across the different government agencies. This report provides a diagnostic analysis of the state of out-of-school youth in Sub-Saharan Africa, focusing on the 12- to 24-year-old cohort. This report also examines the decision path youth take as they progress through the education system and the factors that explain youth's school and work choices. It finds that individual and household characteristics, social norms, and characteristics of the school system all matter in understanding why youth drop out and remain out of school. In particular, six key factors characterize out-of-school youth: (i) most out-of-school youth drop out before secondary school; (ii) early marriage for female youth and (iii) rural residence increase the likelihood of being out of school; (iv) parental education level and (v) the number of working adults are important household factors; and (vi) lack of school access and low educational quality are binding supply-side constraints. Policy discussions on out-of-school youth are framed by these six key factors along with three entry points for intervention: retention, remediation, and integration. This report also reviews policies and programs in place for out-of-school youth across the continent. Ultimately, this report aims to inform public discussion, policy formulation, and development practitioners' actions working with youth in Sub-Saharan Africa.

Dix pour cent des jeunes de seize à dix-huit ans sont actuellement en apprentissage. Cette proportion doit doubler avant l'expiration de la loi quinquennale pour l'emploi. Ces jeunes ne sont assimilables ni à la jeunesse scolarisée des classes moyennes, ni à la jeunesse ouvrière des lycées professionnels, ni à la jeunesse marginalisée des " quartiers difficiles ". Il se dégage l'image d'un monde spécifique appuyé sur les valeurs du métier et du travail mobilisant des réseaux familiaux et locaux d'insertion professionnelle et sociale. A l'intérieur de cet univers social propre, les jeunes femmes ont une place tout à fait particulière. Si leurs acquis culturels et scolaires sont largement supérieurs à ceux des garçons, elles ont de plus grandes difficulté d'insertion et de valorisation de leurs qualifications. Cet ouvrage met en evidence la complexité de l'intégration à ce mode de formation. la diversité du déroulement des apprentissages et l'intérêt des trajectoires individuelles qui en découlent. Au niveau quantitatif, cette recherche a recueilli 1181 questionnaires d'apprentis sur le vécu de leur formation et 4686 questionnaires d'anciens apprentis sur leur devenir. Au niveau qualitatif, des centaines d'entretiens minutieux ont été réalisés auprès d'apprentis, d'anciens apprentis et de maîtres d'apprentissage.

They were produced in the context of a more complete survey, under the auspices of the UNESCO Institute for Education (VIE) in cooperation with the University of Florence, which sought to identify tendencies in this field over the past few years. The international research project, under which these national studies were made, was developed under the direction of Paul Belanger, Director of UIE, and Paolo Federighi, Professor at the University of Florence. An international publication by the two project directors, due to appear at the beginning of 1997, will report on the findings of the project, which involves 26 countries. The contributions presented here reflect a broad geographical spectrum as well as a wide range of policy models. From an analysis of these studies, it is apparent that this is a field in which there has been much innovation and which encompasses markedly varying approaches in response to different national conditions.
