Book excerpt: La hipótesis del presente trabajo: a partir de la creación del Foro de Estabilidad Financiera, del G20 y de la formulación delos Objetivos del Desarrollo del Milenio, el debate político de la reforma financiera internacional en el seno del G7 / G8 experimentó un cambio gradual desde temas enfocados en el mejor funcionamiento de los mercados financieros hacia aspectos de reforma sistémica de las instituciones financieras internacionales. En el análisis conductor a la confirmación o el rechazo de la hipótesis, se trazan los siguientes objetivos de trabajo:1. Delimitar el marco de las crisis financieras de la década del noventa, su impacto económicosocial y su repercusión en el debate sobre el rol de las finanzas internacionales para los países en desarrollo. 2. Analizar la recurrencia a las Instituciones Financieras Internacionales para resolver las crisis y la creación de nuevos foros en el seno del G7 como respuesta al desafío al sistema vigente. 3. Medir la interdependencia entre el enfoque de tratamiento de la cuestión del desarrollo y el del abordaje de las crisis financieras. 4. Evaluar el desarrollo del abordaje de la prevención y del manejo de crisis financieras en su dimensión temporal.

This transformation characterizes «capitalist patriarchy» including «socialism». Its demise is due to the «alchemical» destruction of the world's resources, thought of, theologically legitimized and fetishized as «creation». This violence is not recognized. Elites have, instead, begun with a new «military alchemy», treating the whole Planet as weapon of mass destruction. Hence, the «Planetary Movement for Mother Earth».

In recent years governments in the South have transferred at least 200 million hectares of forests to communities living in and around them . This book assesses the experience of what appears to be a new international trend that has substantially increased the share of the world's forests under community administration. Based on research in over 30 communities in selected countries in Asia (India, Nepal, Philippines, Laos, Indonesia), Africa (Burkina Faso, Cameroon, Ghana) and Latin America (Bolivia, Brazil, Guatemala, Nicaragua), it examines the process and outcomes of granting new rights, assessing a variety of governance issues in implementation, access to forest products and markets and outcomes for people and forests . Forest tenure reforms have been highly varied, ranging from the titling of indigenous territories to the granting of small land areas for forest regeneration or the right to a share in timber revenues. While in many cases these rights have been significant, new statutory rights do not automatically result in rights in practice, and a variety of institutional weaknesses and policy distortions have limited the impacts of change. Through the comparison of selected cases, the chapters explore the nature of forest reform, the extent and meaning of rights transferred or recognized, and the role of authority and citizens' networks in forest governance. They also assess opportunities and obstacles associated with government regulations and markets for forest products and the effects across the cases on livelihoods, forest condition and equity.
