Dicha Opinión Consultiva, adoptada casi en vísperas del 20° aniversario de la aprobación de la mencionada se debió a la acertada decisión del gobierno del presidente colombiano Iván Duque Márquez y su fallecido canciller Carlos Holmes Trujillo, de presentar ante la Corte Interamericana la solicitud correspondiente a raíz, entre otras, de la instancia presentada ante el mismo y ante los órganos de la Organización de Estados Americanos por los expresidentes de Bolivia y de Colombia, Jorge Tuto Quiroga y Andrés Pastrana Arango, sucesivamente acompañados, mediante un amicus curiae, por 20 de sus colegas expresidentes y participantes de la Iniciativa Democrática de España y las Américas (IDEA). Todos los documentos pertinentes, así como el texto de las intervenciones ante la Corte, se publican en este libro, al igual que el Informe de la Comisión de Venecia sobre el mismo tema, y el texto de varios de los amicus curiae presentados en el proceso ante la Corte Interamericana.

Taking the Inter-American Democratic Charter (IADC) of 2001 as a baseline, it charts the evolution of the issue over the past decade. Although it considers historical antecedents, the main focus of the book is on key instances of promotion and defense of democracy in the Western hemisphere since the adoption of the IADC. It analyzes democratic norms, norm enforcement mechanisms and how they work in practice. Special attention is paid to the 2009 Honduras coup, the issues raised by it and the debates that surrounded it, as this was the first instance in which a member state was suspended in accordance with the IADC. Three central themes guide the analysis: the nature of challenges to democracy in Latin America; the role of regional organizations as democracy promoters; and the transformation of Inter-American relations.
