Dirons d'autres. Mais qu'est-ce qui explique encore que la menace persiste aujourd'hui? Dirons certains comme KOFFI Wilfried Jean. Cet ouvrage vient enrichir la question de la lutte contre le terrorisme sous l'angle de la coopération. En effet, le vécu des citoyens dans certaines région d' Afrique est devenu un luxe au point que ce n'est plus la vie qui coûte chère mais c'est vivre dans la quiétude ou du moins sans être menacé de mort qui a désormais un prix. Dans ce contexte, le droit à la paix paraît un leurre en Afrique notamment dans la partie ouest-africaine depuis la crise en Libye qui a conséquemment crée un foyer de groupes radicaux au sahel. La dissémination de ces groupes extrémistes a occasionné la montée du terrorisme en Afrique de l'ouest. Ainsi, pour y faire face, le Droit offre aux États de l'Afrique de l'ouest de s'organiser à travers la coopération. C'est donc en primauté du droit que ces derniers construisent des mécanismes de la coopération régionale en vue de contre bouter le phénomène et ses avatars. Mais, faudrait-il se limiter à condamner de tout temps les actes des groupes terroristes où les États eux-mêmes vont au-delà du permis sous prétexte de sécurité nationale ? D'où l'auteur fait l'état des lieux des initiatives Etatique pour une coopération régionale et loue tous les efforts déployés. Entre contreterrorisme et revendication d'actes terroriste, ce sont les civils qui sont toujours les plus oubliés. C’est pourquoi l'auteur redéfinit la question de la coopération à double sens et se positionne pour une coopération décentralisée avec pour mettre mot le développement des peuples. En conséquence, la question de l'efficacité de la coopération régionale précède l’effectivité des droits humains. De ce fait, la coopération des Etats ouest-africains est passive et manque de dynamisme. Alors, l'auteur ne se limite pas de détecter les incohérences mais fait des propositions pour une meilleure réorganisation de l'entraide régionale.
