Linz and Alfred Stepan have increasingly focused on the questions of how, in the modern world, nondemocratic regimes can be eroded and democratic regimes crafted. In Problems of Democratic Transition and Consolidation, they break new ground in numerous areas. They reconceptualize the major types of modern nondemocratic regimes and point out for each type the available paths to democratic transition and the tasks of democratic consolidation. They argue that, although "nation-state" and "democracy" often have conflicting logics, multiple and complementary political identities are feasible under a common roof of state-guaranteed rights. They also illustrate how, without an effective state, there can be neither effective citizenship nor successful privatization. The authors focus on the election of local, trade union and national representatives, the work of the first Spanish sociologists, the struggle over administrative reform, the role of the media and the intellectuals, as well as the evolution of the dictatorships political class and its response to the regimes decline. Not only are the politics of the late dictatorship scrutinised, but also the mechanisms that were deployed to control the fast-changing society of the 1960s and 1970s. In examining the late Franco period, the contributors do not believe that it contained the seeds of Spains later democratisation, but maintain that certain sectorial regime initiatives -- electoral and political changes, an evolving discourse and an interest in political processes outside Spain -- made many Spaniards aware of the dictatorships contradictions and limitations, thereby encouraging its subsequent political and social evolution. This transformation is compared with the latter stages of the parallel dictatorship in Portugal. The great majority of Spaniards felt that the embrace of democratic freedoms and integration into the European Community was the only way forward during the Transition. But the shift from dictatorship to democracy from the 1960s onwards in Spain needs to be understood in relation to the multitude of political and social changes that took place -- despite the opposition of Franco and the bunker mentality of the regime. These changes manifested in a complex interaction between internal and external factors, which eventually resulted in the transformation of Spanish society itself.

But this agenda was largely abandoned during the past decade as the spectre of military dictatorship has virtually disappeared, with the political role of the military in many countries dramatically diminished. Indeed, in no country that has initiated a process of holding the military accountable to civilian control has the military openly rebelled. Yet, the institutions and public attitudes that guarantee democratic civilian control of the military exist in a general context of political polarisation, citizen insecurity and in many countries a sense of developing ungovernability. The military coup in Honduras (2009), the military response to the police rebellion in Ecuador (2010), and the speculation concerning the Venezuelan military's behaviour in the event that Hugo Chavez is incapacitated or dies (2013), demonstrates the relevance and importance of the civil-military relationship today. In this volume leading scholars from Latin America, the U.S. and Spain debate the ability of contemporary Latin American civil-military relationships to weather these challenges. The authors examine new types of regimes (the rise of participatory democracy), new political orientations (the renaissance of the Left in Latin America), and new missions for the military. Debate centres on the indicators to evaluate the level of consolidation of civilian control, the manner in which these indicators are measured, and the empirical ambiguities that arise. These challenges must be confronted in order to effectively address the question of how much progress has been made in the region in subordinating the military to civilian control, which countries are lagging behind, and why. Book excerpt: This book provides a cultural history of Spanish politics from the civil war of 1833 to the Spanish adoption of the Euro in 2002, a period dominated for the most part by violent military interventions in the political process, a succession of weak, unstable, but repressive governments, and the ever-present threat of rebellion from below, and culminating in the victory and repressive dictatorship of General Franco. Using a wide range of sources, both textual and material, Mary Vincent focuses on the question of how ordinary people came to identify themselves both as citizens and as Spaniards throughout this turbulent period. She argues that a weak state rather than a weak sense of nation was the key to Spain's problematic development and that this is the key to explaining both the persistence of political violence and the strength of regional nationalism in modern Spain. But, as Vincent shows, from the 1970s, with modernization of the state and the introduction of democratic politics, all Spaniards - including Catalans and Basques - enthusiastically adopted an additional identity, that of Europeans. And, while questions over the territorial unity of the Spanish state have still not been wholly resolved, nevertheless the political choices facing Spaniards today are very similar to those of other western European nations - and Spanish singularity appears, at last, to be consigned to the past.

Between 1977 and 1986, Spain underwent a comprehensive tax reform which shaped its fiscal system until today. It was made in connection with the transition to democracy and indeed was understood as a fundamental part of the political change. The book situates the reform both within Spanish history and international trends in tax systems and connects it to the expansion of the welfare state and regional decentralization in Spain. The analysis reveals that the tax system failed to attain progressivity, and significant levels of fraud had a noticeable impact on inequality. Because of this, fiscal redistribution remained limited. In the new political economy of the second globalization, late democratic and fiscal transitioners were unable to emulate the path of the welfare state forerunners.
