Leur analyse s'attache aussi à montrer les limites géographiques de l'adhésion complète aux espaces d'intégration et la recherche d'alternatives : politique de voisinage en Europe, association souple en Amérique du Sud.

Book excerpt: Les trois grands processus d'intégration continentaux - Europe, Amérique du Nord et Asie de l'Est- déterminent-ils aujourd'hui une plus grande libéralisation du commerce et des investissements au niveau multilatéral, et, par là même, une diminution des interventions étatiques dans le fonctionnement de la production et des échanges internationaux ? Peut-on dès lors parler d'obsolescence de l'Etat Nation ? Doit-on envisager sa disparition au profit d'institutions infranationales ? Ou bien faut-il y voir au contraire, une consolidation et une centralisation territoriale des appareils d'Etat à l'échelle continentale, laissant émerger une forme d'Etat continent ? Pour aborder ces questions, l'auteur analyse la dynamique à l'origine du plus ancien processus d'intégration supranational, celui du continent européen. Il s'agit de savoir pourquoi l'espace des marchés nationaux européens est devenu trop étroit au point de pousser les dirigeants économiques et politiques de plusieurs nations européennes à s'engager dans un processus de négociation difficile visant à transférer à un échelon supranational la plus grande partie de la souveraineté nationale sur les questions économiques. Cet ouvrage vise à démontrer que la construction européenne - de la création de la CECA jusqu'au récent élargissement à l'Est - s'est effectuée dans un cadre dont les contours ont été définis par les besoins des grandes multinationales européennes qui ont dû adapter leurs processus de production aux changements technologiques pour continuer à rivaliser avec leurs concurrents géants d'Outre-Atlantique. La vague de changements technologiques qui survient à la fin du XIXe siècle permet l'intégration d'un vaste marché intérieur aux Etats-Unis. Ce marché d'une taille sans précédent donne naissance à des firmes américaines géantes qui établissent un nombre croissant de filiales en Europe dès la première décennie du 20e siècle. Face à cette " invasion commerciale américaine ", créer un marché intégré européen devient une obsession pour de nombreux industriels et politiciens de l'époque, qui y voient un moyen pour les plus grandes firmes européennes d'atteindre la taille de leurs concurrentes américaines. Cette dynamique s'avère à l'origine des deux conflits qui ont ravagé l'Europe. " De l'intégration nationale à l'intégration continentale " est la version vulgarisée de la thèse de doctorat soutenue par l'auteur à l'Université Libre de Bruxelles.

Book excerpt: Measuring government effectiveness is essential to ensuring accountability, as is an informed public that is willing and able to hold elected officials and policy-makers accountable. There are various forms of measurement, including against prior experience or compared to some ideal. In Yardstick Competition among Governments, Pierre Salmon argues that a more effective and insightful approach is to use common measures across a variety of countries, state, or other relevant political and economic districts. This facilitates and enables citizens comparing policy outputs in their own jurisdictions with those of others. An advantage of this approach is that it reduces information asymmetries between citizens and public officials, decreasing the costs of monitoring by the former of the latter -along the lines of principal-agent theory. These comparisons can have an effect on citizens' support to incumbents and, as a consequence, also on governments' decisions. By increasing transparency, comparisons by common yardsticks can decrease the influence of interest groups and increase the focus on broader concerns, whether economic growth or others. Salmon takes up complicating factors such as federalism and other forms of multi-level governance, where responsibility can become difficult to disentangle and accountability a challenge. Salmon also highlights the importance of publics with heterogeneous preferences, including variations in how voters interpret their roles, functions, or tasks. This results in the coexistence within the same electorate of different types of voting behavior, not all of them forward-looking. In turn, when incumbents face such heterogeneity, they can treat the response to their decisions as an aggregate non-strategic relation between comparative performance and expected electoral support. Combining theoretical, methodological, and empirical research, Salmon demonstrates how yardstick competition among governments, a consequence of the possibility that citizens look across borders, is a very significant, systemic dimension of governance both at the local and at the national levels.
