Le volume III est cependant plus mince que les volumes anterieurs: l'ampleur du second volume (et, partant, son cont) ayant depasse les previsions initiales, on a voulu en effet maintenir une moyenne raisonnable au double point de vue du format et du prix. Les articles reproduits dans ce volume et la documentation comprise dans la partie II embrassent, selon nous, les principaux developpements intervenus dans la cooperation europeenne au cours de la periode consideree, c'est-a-dire, en principe, l'annee civile 1955 avec, pour des raisons de continuite, certaines incursions dans l'annee 1956. On relevera cependant une lacune majeure: l'omission de toute documentation concernant la Relance europeenne amorcee en juin 1955, a Messine, par la Con ference des six ministres des affaires Hrangeres des Etats mem bres de la Communaute Europeenne du Charbon et de I' Acier et les negociations ulterieures de Bruxelles en vue de l'etablissement du Marche commun et de I'Euratom. Etant donne que ces nego ciations Haient encore en cours au moment ou ce volume a He mis sous presse, i1 a semble preferable d'attendre leur conclusion et d'en donner un aperc;u plus complet dans le volume IV.

Book excerpt: This volume is the revised Report, which an international team of experts have prepared for the Greek Ministry of Labour and Social Security in the context of the Greek Presidency of the European Union and presented in the international conference "The Modernisation of the European Social Model. EU Policies and Practices" on 24-25 May 2003, at Ioannina, Greece. The book focuses on the Open Method of Coordination (OMC), its relation to other policy tools used in the European Social Policy and its significance for the fomation of a new European Social Model. The chapters follow the emergence, the evolution and analyze the constituent elements of the OMC in the fields of Social Inclusion and Pensions since the Lisbon Summit. During the Portuguese Presidency OMC encountered a cautious response. The OMC idea made substantial progress during the Belgian Presidency. In the Ioannina conference the OMC had full recognition as a tool for the implementation of European Social Policy. Everyone agreed that important social issues were dealt with more effectively through the OMC, especially when the latter is consolidated after the inclusion of the Charter of the fundamental Rights in the new European Treaty. This progress is sufficiently reflected in the present volume, where it is concluded that through OMC the European Social Model gained a new momentum in terms of effectiveness and legitimacy.

How can it contribute to a sustainable and more equitable development? Not only is family farming the predominant form of agriculture around the world, especially so in developing countries, it is also the agriculture of the future. By declaring 2014 the “International Year of Family Farming,” the United Nations has placed this form of production at the center of debates on agricultural development. These debates are often reduced to two opposing positions. The first advocates the development of industrial or company agriculture, supposedly efficient because it follows industrial processes for market-oriented mass production. The second promotes the preservation of family farming with its close links between family and farm. The authors of this book wish to enrich the debates by helping overcome stereotypes – which often manifest through the use of terms such as “small-scale farming, subsistence farming, peasant, etc.” Research work has emphatically demonstrated the great adaptability of family farming systems and their ability to meet the major challenges of tomorrow but it has also not overlooked their limitations. The authors explore the choices facing society and possible development trajectories at national and international levels, and the contribution that agriculture will have to make. They call for a recommitment of public policies in favor of family farming in developing countries and stress the importance of planning actions targeted at and tailored to the family character of agricultural models. But, above all, they highlight the need to overcome strictly sectoral rationales, by placing family farming at the core of a broader economic and social project. This book is the result of a collaborative effort led by CIRAD and encapsulates three decades of research on family farming. It will interest researchers, teachers and students, and all those involved in national and international efforts for the development of countries in the South.

Paul-Henri Spaak, Barbara Ward, Gunnar Mydral, Linus Pauling, and many others participated in the Noranda lecture series at Expo 67 in Montreal, and each is concerned here with a special aspect of Expo's theme: Man and His World. The approaches to the theme are as varied as the backgrounds of the speakers. Some of the essays give a revealing and optimistic description of the national and international efforts to ensure a future for mankind; others, less optimistic, stress the increasing insanity of the world and draw attention to the poverty, starvation, hatred, waste, and war which destroy what creative men have built. One group of papers deals with the idea of progress. André Leroi Gourhan offers a panoramic description of man's cultural evolution and sketches the vast possibilities of future development; Karl Löwith questions the very notion of progress and observes that much "progressive" development has resulted in nothing but destruction; Félix Houphouët-Boigny, president of the Ivory Coast Republic, describes progress in one section of the world – Africa, and the Ivory Coast in particular. Other lectures deal with such diverse topics as the proper role of government, the modern scientist, formal and informal aspects of education, the history of architecture, recent biological contributions of chemistry, the population explosion, new advances in physics, and the world as a separate entity from man.
