Dans des contextes socio-économiques nationaux différenciés, l'analyse de l'efficacité comme facteur de décision en politique de l'éducation apparaît de première importance. Des exemples d'évaluation de projets tant au niveau international que national mais aussi l'intérêt de l'égalité des sexes dans les systèmes éducatifs et la nécessité d'une compréhension internationale entre les peuples sont abordés. Des études de cas en Grande-Bretagne, en Suisse, en Chine, dans des pays africains francophones montrent la diversité des approches théoriques. La deuxième partie du livre regroupe essentiellement des études sur l'efficacité des processus d'apprentissage et des modes de formation. De l'efficacité et de l'efficience des matières scolaires en interprétant et en mesurant des outputs, on passe à la réforme de l'enseignement des langues secondes. Des nouvelles technologies de l'information qui procurent aux psychologues les moyens de mettre à l'épreuve les modèles d'apprentissage aux coûts et avantages de la formation des apprentis qui remettent en question l'efficacité des mesures financières, le lecteur a le loisir d'aborder les multiples facettes de l'efficacité en éducation.

Learning from the perspectives and experiences of educators pioneering the use of ICT in education in Africa can inform educational theory, practice and policy and deepen understandings of the concept of appropriation as a process of cultural change.
