The conventional wisdom inside and outside Korea has been that the government’s policies such as export promotion, industrial targeting, and so on, made the rapid growth possible. This book investigates the effects of the policies and concludes that Korea’s growth experience does not corroborate the view. Rather, it points to the tremendous growth in size of the world market as an important factor that has been overlooked in the discussion of nations’ economic growth in the post-World War II era. It was roughly 100 times bigger in the early 1960s than it was in the middle of the First Industrial Revolution. The potential "gains from trade" were that much greater; while the Korean economy had not been realizing the potential gains, it began to as soon as a major reform of the foreign exchange system in 1961 removed the impediments to foreign trade. Explosive export expansion and rapid growth of the economy immediately followed. The "Korean Miracle" may be better understood as a process whereby the economy realized its huge potential.

This study attempts to fill that void by providing an in-depth discussion on the economic impact of the industrial policies of Singapore, Taiwan, and South Korea in the three-and-a-half decades after 1960. Throughout the study, a broad perspective of macroeconomic development is maintained. It is highly critical of the narrow-minded objective of certain governments in maximizing the pace of industrialization at the expense of general economic well-being. A comparative analysis of the industrial experiences of the three economies also shows a diversity of constraints and processes. Singapore relied on multinational corporations, Taiwan on returned engineers, and South Korea on chaebols. There appears to be no Asian formula for industrialization. In Hong Kong, there is an ongoing debate on whether some form of industrial policy should be introduced, in view of the perception that Hong Kong is lagging behind the other economies in terms of technology. Drawing on the experiences of the other economies, the concluding chapter of the book provides an informed and balanced answer to this question. It emphasizes that the continuity of state-led capitalism is compatible with institutional change. Some institutionalists insist that the continuity of Korean developmentalism is based on path dependency. In contrast, this book argues that Korean capitalism could sustain its state developmentalism by changes in policies and instruments to improve national industrial competitiveness in the changed context of international competition. Gorbachev's cautious withdrawal of support for North Korea and his establishment of ties with South Korea have created a need for a new research agenda exploring how communism and capitalism in Asia can be successfully restructured or redirected in a new world order. Focused on systemic issues, this book is the first study to attempt a comprehensive analysis of social and economic development in modem Korea as a whole. As a homogeneous nation artificially divided by the competing ideologies of the Cold War, Korea provides a unique laboratory for comparing divergent development processes undertaken by conflicting social systems. Current theories of Third World development have advocated either capitalist models of modernization or have called for the establishment of self-reliant socialist economies cut off from the world capitalist system. While capitalist South Korea has consistently outperformed Communist North Korea since the mid-1970s, development has not yet brought a fully evolved West-em-style democracy in its wake. "Self-reliant" North Korea achieved successful growth during its first fifteen years, but has since been faced with numerous structural limitations on sustained development, including severe restrictions on political freedom and civil liberties. In the author's view, the experience of the two Koreas suggests that the solution to underdevelopment must be based on the realization that exclusionary theories need modification in the light of special historical and sociological circumstances peculiar to individual nations. This volume offers a valuable interpretation of modem Korean history and constitutes an important contribution to the comparative study of capitalism and communism in practice. It will be of particular interest to specialists in international relations and comparative political systems.

Book excerpt: Very few developing countries have successfully industrialised. Many are under pressure from international organisations to achieve 'self-sustainable' industrialisation. This is why Korea's case is particularly interesting. There have been many attempts to explain the causes of Koreas' economic miracle. These have focused mainly on the internal factors such as the discipline of the Korean workforce and export-promotion policies. The present study however shows that these factors contributed to Korea's impressive growth but do not explain the reasons for her success. External factors have been more important, the Japanese economy in particular. This book examines therefore in detail the impact of Japan's economic growth on the Korean economy, in particular the stimulating effects of trade, sub-contracting, relocation of industry, investment, loans and technology transfer. It demonstrates how Japan provided a range of goods, services and capitals which were precisely what the newly industrialising country needed.
