Book Restoration of Forests

Download or read book Restoration of Forests written by R.M. Gutkowski and published by Springer Science & Business Media. This book was released on 2012-12-06 with total page 447 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the conflict between logging as a material resource and preservation the forests are becoming depleted throughout the world and this depletion is aggravated by the effects of air pollution. The concept of utilization is thus now being expanded to include vital societal values. These issues are nowhere more acute than in Central and Eastern Europe, where obsolete, poorly maintained industrial plant is common. Air pollutant levels are so high that one area has been called the Black Triangle. Timber is required in this region as a building material and logging for fuelwood is practised, giving rise to a complex linkage between industry, energy supply, deforestation, agriculture, value-added forestry products and economic development. This book presents current information on national and regional issues relating to environmental threats to forest land, focusing on: ecology, environment and science; forest ownership and management; forest product utilization; government and public agency roles. The recommendations, action items and the human network needed for regional-level implementation are detailed in `situation', `position' and `state of the art' papers. The final objective is to develop a plan of action to help abate the negative impacts while sustaining or expanding the forests, the economy and the energy sufficiency of the region.

Book An Assessment of Transportation Infrastructure Needs

Download or read book An Assessment of Transportation Infrastructure Needs written by and published by . This book was released on 1991 with total page 100 pages. Available in PDF, EPUB and Kindle. Book excerpt: Four reports recently published by the Federal Highway Administration (FHWA), the American Association of Highway and Transportation Officials (AASHTO), the National Council on Public Works Improvement, and the Congressional Budget Office (CBO) present information that is important in evaluating highway needs in the United States. The objective of the study is to provide a comparison and critique of the four reports. Special emphasis is placed on evaluating the rate-of-return analysis for highway investment in the CBO report. Using the CBO procedure and the CBO's assumed (implicit) useful lives, it can be concluded that about 25 billion dollars of investment in 1985 (and increasing over time at the same rate as traffic growth) is economically justified for highway investment on existing locations, as compared to an actual expenditure of about 13 billion in 1985. However, the CBO uses the assumption that investments made at the end of the analysis period give only 10 years of benefits. Using a more realistic useful life for highway investments would justify a somewhat higher investment level, probably considerably more than double current capital spending. The correct results using CBO's own analysis procedure support the National Councilon Public Works Improvement's recommendation that capital spending for highways should be at least doubled.

Book Evaluation of Bonds for Financing State Highway Expenditures in Texas

Download or read book Evaluation of Bonds for Financing State Highway Expenditures in Texas written by William F. McFarland and published by . This book was released on 1995 with total page 124 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report presents some findings on the evaluation of bond financing for use in highway finance in Texas. It provides information that can be used by the Texas Department of Transportation (TxDOT) and others in deciding whether or not to include the issuance of bonds in the mix of funding that is available for highway investment. Use of bond financing is not, ultimately, a way of financing expenditures. It is merely a way of changing the timing of expenditures or reallocating the use of revenues over time. Eventually, the bonds plus interest and other charges associated with the bond issue must be repaid with revenues from either existing taxes or, possibly, new revenue sources. Because bond financing is an expenditure strategy as opposed to being a basic revenue source, the criteria for evaluating bonds are somewhat different from those typically used for evaluating alternative revenue sources. This report presents two main findings on the use of bonds. First, new analyses of the impact of bonds on the highway system and motorists are made using the Highway Performance Monitoring System investment analysis. These findings indicate that use of bonds will lead to deterioration of the highway system over time if available revenues remain at current levels, in real dollars. The negative impact is forecasted to increase dramatically at higher levels of bond use. Second, a public opinion survey of Texas residents was conducted to determine public attitudes toward bond financing and other means of highway finance. This survey indicates that the public supports the use of bonds by the State to finance highways in Texas. There is some indication that they are less favorably inclined toward bonds when they realize that use of bonds reduces future funding by about twice the level of the bond issue because of interest and other bond costs. There also is some indication that the public may support bonds more for specific facilities, as opposed to facilities in general. Research findings suggest that the Texas Department of Transportation should be very cautious in using bonds to finance transportation, unless new basic revenue sources are available to pay for the bonds.

Book New Transportation Concepts for a New Century

Download or read book New Transportation Concepts for a New Century written by American Association of State Highway and Transportation Officials and published by . This book was released on 1989 with total page 144 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report contains the American Association of State Highway and Transportation Officials (AASHTO) recommendations on the direction of the future federal surface transportation program and for a national transportation policy. The report was prepared under the guidance of the AASHTO Task Force on a Consensus Transportation Program. The individual chapters of this report detail AASHTO's transportation program recommendations for aviation; highways and public transportation; railroads; water; and research, development, and technology transfer. Implementation of these programs is considered vital if America is to have the multimodal transportation network needed to match the challenge of the 21st Century.
