This article presents a comprehensive review of voluntaristics research in Japan through an overview of past studies and recent hot topics. Nonprofit sector and voluntary action research, now termed voluntaristics (Smith, 2016), is reviewed here using four approaches: organizational, economic, employment, and charitable giving. Discussion of recent changes in the political-legal environment for nonprofit agencies and associations as well as of collaboration among nonprofits, governments, and businesses are presented. The article also covers some of the key topics in recent years, including rising social movements and advocacy, social impact bonds, social capital, and information and communication technologies (ICT) and social media. In discussing the emergence, expansion, and diversification of nonprofit research in Japan, the article makes two main arguments. First, we argue that studies of voluntaristics are rather recent in Japan, still in pursuit of their own originality. Second, we argue that nonprofit research in Japan is constantly looking for an ideal relationship with practice. Research appears to have not fully caught up with the changing landscape of nonprofits in action, and research has not been able to guide practice into the best next steps. The article highlights characteristics of nonprofit sector research in Japan as well as suggesting key questions for future research.

Book excerpt: The authors argue that with the election of the Abe Government in December 2012, Japanese politics has entered a radically new phase they describe as the “2012 Political System.” The system began with the return to power of the Liberal Democratic Party (LDP), after three years in opposition, but in a much stronger electoral position than previous LDP-based administrations in earlier decades. Moreover, with the decline of previously endemic intra-party factionalism, the LDP has united around an essentially nationalist agenda never absent from the party’s ranks, but in the past was generally blocked, or modified, by factions of more liberal persuasion. Opposition weakness following the severe defeat of the Democratic Party of Japan (DPJ) administration in 2012 has also enabled the Abe Government to establish a political stability largely lacking since the 1990s. The first four chapters deal with Japanese political development since 1945 and factors leading to the emergence of Abe Shinzō as Prime Minister in 2012. Chapter 5 examines the Abe Government’s flagship economic policy, dubbed “Abenomics.” The authors then analyse four highly controversial objectives promoted by the Abe Government: revision of the 1947 ‘Peace Constitution’; the introduction of a Secrecy Law; historical revision, national identity and issues of war apology; and revised constitutional interpretation permitting collective defence. In the final three chapters they turn to foreign policy, first examining relations with China, Russia and the two Koreas, second Japan and the wider world, including public diplomacy, economic relations and overseas development aid, and finally, the vexed question of how far Japanese policies are as reactive to foreign pressure. In the Conclusion, the authors ask how far right wing trends in Japan exhibit common causality with shifts to the right in the United States, Europe and elsewhere. They argue that although in Japan immigration has been a relatively minor factor, economic stagnation, demographic decline, a sense of regional insecurity in the face of challenges from China and North Korea, and widening gaps in life chances, bear comparison with trends elsewhere. Nevertheless, they maintain that “[a] more sane regional future may be possible in East Asia.”

Papers by one or two Japan-based scholar(s) are paired with a U.S.-based scholar, reflecting the book’s intention to promote dialogue and mutuality across national formations. Essays on subject positions raise fundamental questions: Is it possible to engage in a truly equal dialogue when English is the language used in the conversation and in a field where English-language texts predominate? How can scholars foster a mutual respect when U.S.-centrism prevails in the subject matter and in the field’s scholarly hierarchy? Understanding foundational questions that are now frequently unstated assumptions will help to disrupt hierarchies in scholarship and work toward more equal engagements across national divides. Although the study of Japanese Americans has reached a stage of maturity, contributors to this volume recognize important historical and contemporary neglects in that historiography and literature. Japanese America and its scholarly representations, they declare, are much too deep, rich, and varied to contain in a singular narrative or subject position.

Book excerpt: The odyssey of 600,000 imperial Japanese soldiers incarcerated in Soviet labor camps after World War II and their fraught repatriation to postwar Japan. In August 1945 the Soviet Union seized the Japanese puppet state of Manchukuo and the colony of Southern Sakhalin, capturing more than 600,000 Japanese soldiers, who were transported to labor camps across the Soviet Union but primarily concentrated in Siberia and the Far East. Imprisonment came as a surprise to the soldiers, who thought they were being shipped home. The Japanese prisoners became a workforce for the rebuilding Soviets, as well as pawns in the Cold War. Alongside other Axis POWs, they did backbreaking jobs, from mining and logging to agriculture and construction. They were routinely subjected to ÒreeducationÓ glorifying the Soviet system and urging them to support the newly legalized Japanese Communist Party and to resist American influence in Japan upon repatriation. About 60,000 Japanese didnÕt survive Siberia. The rest were sent home in waves, the last lingering in the camps until 1956. Already laid low by war and years of hard labor, returnees faced the final shock and alienation of an unrecognizable homeland, transformed after the demise of the imperial state. Sherzod Muminov draws on extensive Japanese, Russian, and English archivesÑincluding memoirs and survivor interviewsÑto piece together a portrait of life in Siberia and in Japan afterward. Eleven Winters of Discontent reveals the real people underneath facile tropes of the prisoner of war and expands our understanding of the Cold War front. Superpower confrontation played out in the Siberian camps as surely as it did in Berlin or the Bay of Pigs.

It has been embroiled in the long-running internal debate over the so-called Nihonjinron, revolving around the extent to which the effective interpretation of Japanese society and culture requires non-Western, Japan-specific emic concepts and theories. This book takes this question further and explores how we can understand Japanese society and culture by combining Euro-American concepts and theories with those that originate in Japan. Because Japan is the only liberal democracy to have achieved a high level of capitalism outside the Western cultural framework, Japanese Studies has long provided a forum for deliberations about the extent to which the Western conception of modernity is universally applicable. Furthermore, because of Japan’s military, economic and cultural dominance in Asia at different points in the last century, Japanese Studies has had to deal with the issues of Japanocentrism as well as Eurocentrism, a duality requiring complex and nuanced analysis. This book identifies variations amongst Japanese Studies academic communities in the Asia-Pacific and examines the extent to which relatively autonomous scholarship, intellectual approach or theories exist in the region. It also evaluates how studies on Japan in the region contribute to global Japanese Studies and explores their potential for formulating concrete strategies to unsettle Eurocentric dominance of the discipline.

Demographically the most important continent on the world, Asia's population, currently estimated to be 4.2 billion, is expected to increase to about 5.9 billion by 2050. Rapid declines in fertility, together with rising life expectancy, are altering the age structure of the population so that in 2050, for the first time in history, there will be roughly as many people in Asia over the age of 65 as under the age of 15. It is against this backdrop that the Division of Behavioral and Social Research at the U.S. National Institute on Aging (NIA) asked the National Research Council (NRC), through the Committee on Population, to undertake a project on advancing behavioral and social research on aging in Asia. Aging in Asia: Findings from New and Emerging Data Initiatives is a peer-reviewed collection of papers from China, India, Indonesia, Japan, and Thailand that were presented at two conferences organized in conjunction with the Chinese Academy of Sciences, Indian National Science Academy, Indonesian Academy of Sciences, and Science Council of Japan; the first conference was hosted by the Chinese Academy of Social Sciences in Beijing, and the second conference was hosted by the Indian National Science Academy in New Delhi. The papers in the volume highlight the contributions from new and emerging data initiatives in the region and cover subject areas such as economic growth, labor markets, and consumption; family roles and responsibilities; and labor markets and consumption.
