The facts herein presented are based upon field work carried on mainly during the summer of 1896, and have special value in illustrating conditions which prevail to a greater or less degree throughout all irrigated lands, especially within inclosed valleys or on long, narrow drainage systems. One of. The matters which most complicate and embarrass the adjudication of water rights and the strict enforcement of priorities of appropriation arises from the fact that a considerable volume of water available for irrigation during the critical season of the year, when the crops are maturing, comes from the. Seepage from lands higher upstream to which water has been applied earlier in the year. In some cases these lands have been irrigated in defiance of a strict construction of the law regarding the priority of right to use water, but it has been claimed that such use, instead of being a detriment to the lands below, has been a benefit, and, in 'fact, that there has been more water available in consequence of this use than could other wise be had. The determination of these matters requires careful measurement and study in each case, but the work of Professor For tier serves to indicate what may be expected under similar conditions and illustrates methods applicable to this examination. Among factors which influence the adaptability of various species of pasture grasses and legumes and the carrying capacity are type and depth of soil, depth to water table, soil fertility, availability and reliability of the irrigation water supply, drainage, alkali concentration, max imum.and m.inimum temperatures and length of growing season. In the higher elevations of the State with an ample supply of irrigation water and a wellndrained, highl, productive soil, carrying capacities as high as 5 animals oer acre for a period of 5 months have been reported. It is necessary that.the farm planner anti01pate the expected results when planning a pasture. In general where there is ample irri gatien water and good soil, 3 animal units per acre for the duration of the growing season can be anticipated in the higher elevations. Likewise for the lower elevations such as exist in the vicinity of St. George, 2 to 3 animal units per acre for the growing period can be'safely antici pated. If irrigation water is limited during any or all of the growin season or other factors are present which will influence production, carrying capacity estimates should be adjusted accordingly. And that evaporated from adjacent soil. Snow. Or intercepted precipitation. It is the amount of water that is changed from a liquid to a gaseous state within an area because of evaporation and/or transpiration. The consumptive water requirement of a cr0p grown at one location has been found to be about the same as needed for that same cr0p at some other location providing the climatic conditions are similar. Also. The source of the water. Whether fran natural rainfall. Ground water. Or surface irrigation. Has little effect on the amount required to produce a good yield. Providing fertility. Disease. Insects or other factors are not limiting growth and production. Therefore. The more usable rainfall. The less the need for irrigation. And. Even though excess irrigation water is applied. Actual consumption remains about the same. The excess either returns to the natural water supply of the basin or is consumed on lands other than those originally irrigated. This explains the great amount of return flow which occurs in many of our western river systems. As with the Sevier River in central Utah. The flow may be completely diverted for irrigation at various points. But downstream a few miles from each diversion a g od size flow will again occur. Book excerpt: Excerpt from Irrigation Works: Constructed by the United States Government As a modern activity of the Caucasian race, irrigation in the United States on any considerable scale seems to have had its beginning in Utah in the settlement of the Salt Lake Valley. The early settlements of California, New Mexico, and other arid States extended the practice of the early Spaniards and the Indians, and irrigation developed along with the slow settlement of these then remote regions. During the early history of irrigation farmers and groups of farmers naturally confined their efforts mainly to diverting small streams upon adjacent valleys where the slope of the country and the topography were such as to make the work easy and cheap. With the values of land then existing no expensive enter prise was practicable. Such development proceeding for nearly half a century, widely distributed over the arid region, irrigated in the aggregate a very large area of land. The farmers em ployed the cheapest class of construction and seldom counted their own time in computing costs, which are hence reported very low. It comprises about square miles, or more than the combined area of Massachusetts and Rhode Island. It lies between 40 and 42 north latitude and 112 and 114 west longi tude. (see fig. Insufficient rainfall and the rapid settling of the country have created a demand for an investigation to determine the feasibility of irrigating by the use of underground water. In response to this demand and in order to classify the land under the enlarged home stead act, the writer made an investigation covering a period of four months during the summer and fall of 1911. The greater part of this time was spent in Boxelder County, but two weeks at the close of the season were devoted to a reconnaissance in Tooele, Rush, and Skull valleys, in Tooele County. W. B. The lofty Wasatch Range (pl. I), the western most Oi the Rocky Mountain system, limits the valleys on the east, and relatively low basin ranges - the Oquirrh, Lake, and East Tintic mountains - determine them on the west. The valleys trend north and south, and are almost separated by the low east-west Traverse Range, the Slopes of which constitute a dam for Utah Lake, which drains through Jordan River to Great Salt Lake. The area under consideration is the most populous and flourishing part of the State. Salt Lake City and Provo, the first and third cities in the State, and many other thriving settlements are there located. At' Bingham Junction and Murray a number of smelters treat the ores from near-by mines, but agriculture is the main industry. Water for irriga tion is supplied by mountain streams, and intensive farming is successfully. Pursued. The practice of irrigation was begun by the Mormon pioneers in 1847, and has been dis cussed in several publications; little attention, however, has been given to the under ground water resources, and, so far as the writer is aware, they have not before been described. The present paper outlines conditions Of occurrence of the subterranean waters and describes their development in the valleys of Utah Lake and Jordan River.
